Governor Wolf Announces New Restrictions for Bars and Restaurants Due to Uptick in Positive Coronavirus Cases

$

On Wednesday, Pennsylvania Governor Tom Wolf announced new restrictions after he said what he called a "unsettling climb" in Coronavirus cases recently.

Recently the state of Pennsylvania has seen an increase in positive COVID-19 cases mainly in the Philadelphia and Pittsburgh area.  Most recently as Wednesday, the state of Pennsylvania saw almost 1,000 new positive cases statewide.

Due to the uptick in cases, Wolf announced Wednesday that new restrictions would be put back in place on bars, clubs, and restaurants.

During a press conference, Wolf cited three reasons why he thought the cases were increasing.

"First some Pennsylvanians have been ignoring the mask wearing requirements and social distancing when they’re visiting PA bars and restaurants. They are unknowingly spreading or unknowingly picking up the virus. This carelessness has resulted in pockets of super spreading.”

Wolf also noted "out of state" travel as a cause.

“The third catalyst for this new upsurge is a lack of national coordination. That has resulted in the state in the south and southwest especially, not committing to the things they should have done to keep this virus from spreading.”

As part of the new restrictions,
  • All bars must close unless they offer sit-down, dine-in meals.
  • Alcohol only can be served if the person is also buying food.
  • All service must be at a table or booth; bar service is prohibited.
  • Take-out sales of alcohol are permitted subject to any limitations or restrictions imposed by Pennsylvania law.
  • Limited to 25 percent maximum occupancy for indoor dining.
  • A discrete indoor event or gathering in a business in the retail food services industry is limited to 25 persons.
  • 25 percent maximum occupancy for indoor dining.
  • A discrete indoor event or gathering in a business in the retail food services industry is limited to 25 persons.
  • Non-bar seating in outdoor areas (i.e., tables or counter seats that do not line up to a bar or food service area) may be used for customer seating.
  • Customers being served must be seated at a table.
  • The maximum occupancy limit includes staff.
  • Social distancing, masking, and other mitigation measures must be employed to protect workers and patrons.
  • All nightclubs must close.
  • Indoor events and gatherings can’t exceed more than 25 people.
  • Outdoor events and gatherings cant exceed more than 250 people.
State Senator Dave Argall has already issued a statement condemning the restrictions.

"The Governor doesn’t understand rural Pennsylvania. We heard it firsthand during my four Policy Committee hearings in the last few weeks: Rising numbers of COVID 19 cases in Pittsburgh and Philadelphia do not mean the Governor should hurt restaurant and bar employees in Sinking Spring, Womelsdorf and Shenandoah.”

“This further ruling by the Governor—who continues to act like King Tom the first, without the approval of the House, the Senate, our local governments, or the public could be the final stake in the heart for many small business employers and thousands of employees in the small towns which I represent.”

Mahanoy City Man Faces Dozens of Charges for Forgery and Identity Theft in Lawrence County

A Mahanoy City man is facing dozens of charges for identity theft in Lawrence County and making almost $18,000 in purchases.

According to the Pennsylvania State Police at New Castle in Lawrence County, a man in Slippery Rock Township reported that someone had used his bank account and forged his signature making several purchases from various Lowe's stores on May 4th, 2020 and May 11th, 2020 in Mill Hall, Lewistown, and Montoursville, PA.

Through an investigation, troopers used surveillance footage from the stores to identify the suspect as John Shala, of 42, of Mahanoy City.

In the videos, Shala was seen loading items into a truck registered in his name that was pulling a U-Haul trailer with a Texas registration.

After running the truck's registration plate, police learned Shala was the owner of the truck, and his description matched the images on the video surveillance.

In tracing the rental of the trailer, police learned that it had not been rented between March 27, 2020 and June 2, 2020, when the reported unauthorized store transactions occurred.

Shala is already being held by federal marshals in Lackawanna County Prison for unrelated charges.

Shala has been charged with 17 counts each of forgery and identity theft, and one count of each of theft, unauthorized use of a motor vehicle and receiving stolen property.

Shala will be brought to Lawrence County to answer to the accused charges.

Schuylkill County School Districts Determine Guideline Principals to Help Reopen

Just as they did when the coronavirus pandemic struck and they decided to close their schools together, the Superintendents of Schuylkill County have met to work out the issues that they are facing to reopen schools for the 2020-2021 school year.

According to a press release from Dr. Gregory Koons, Executive Director of the Intermediate Unit 29, twelve Schuylkill County Superintendents met with Schuylkill Emergency Management and representatives from Lehigh Valley Health Network to discuss school reopening options on Wednesday.

The goal of the meeting was to develop a cohesive list of guiding principles that each school will utilize to develop their individualized district Health and Safety Plans, which each district is required to prepare as per Pennsylvania Department of Education (PDE) guidelines. PDE requires individual Health and Safety Plans to be school board approved and submitted to the state.

The guiding principles for the reopening of Schuylkill County Schools were developed after reviewing guidance from the Centers for Disease Control and Prevention, the World Health Organization, the Pennsylvania Department of Health and Education, the American Association of Pediatrics, Schuylkill County Emergency Management and Health Care Providers.

The conversation was facilitated by Dr. Gregory Koons, Schuylkill Intermediate Unit 29 Executive Director and Shannon Brennan, Director of Schuylkill Technology Center in cooperation with John Matz, EMA Director of Schuylkill Emergency Management Association, and John Brobst, Director of Security and Safety for Lehigh Valley Health Network, Schuylkill Center.

The guiding principles include:

1. We believe in the daily screening of students, staff and faculty as a mitigation effort with shared responsibility that is further defined in the individual health and safety plans.

2. We believe in disinfecting our Schools; including high touch surfaces as well as common areas regularly.

3. We believe in the benefits of social distancing to the maximum extent possible.

4. We believe in our responsibility to continuously educate our students, parents, staff and faculty of the signs of symptoms of COVID-19.

5. We believe that face coverings should be worn by students, staff and faculty within our school buildings as per July 1, 2020 guidance from the Department of Health.

6. We believe that virtual education may be a preference for some students and families and we are working diligently to make those options more rigorous and reflective of in-person instruction.

7. We believe students, staff, faculty and visitors should wash hands frequently and utilize hand sanitizers as needed, particularly before and after lunch and upon entering our buildings.

8. We believe in the need to isolate symptomatic students to mitigate the spread of disease.

9. We believe in the revision of cafeteria schedules and seating to avoid overcrowding.

A second Health and Safety Planning work session is scheduled for Wednesday, July 22, 2020 at Schuylkill Technology Center to further define plans for the new school year and share resources.
