Governor Wolf and PA Department of Health Provide Updated Guidance to Safely Reopen Pennsylvania’s Schools

$

On Thursday, Pennsylvania Department of Health Secretary Dr. Rachel Levine and Education Secretary Pedro Rivera jointly announced updated guidance to help Pre-K to 12 schools prepare to reopen and safely educate students for in-person learning. Each school entity will determine if classes resume in person at school buildings, remotely or a combination of both options.

“Our goal is to ensure a safe return to school for students, educators and staff by following best practices to mitigate the spread of the virus, including wearing face coverings and maintaining social distancing,” Secretary of Health Dr. Rachel Levine said. “In those instances when someone tests positive, public health staff from the department will immediately assist the school with risk assessment, isolation and quarantine recommendations, and other infection control recommendations.”

The guidance represents endorsed best public health practices related to social distancing, face coverings, hand hygiene, and cleaning and disinfecting in school settings. It also outlines how to accommodate individuals with disabilities or chronic conditions, procedures for monitoring symptoms, and responding to confirmed or probable cases of COVID-19 in the school community.

“The health and safety of students, teachers and staff must be paramount as schools prepare for the upcoming school year,” said Secretary of Education Pedro A. Rivera. “The Department of Education has been focused on supporting schools with resources and best practices to help school leaders make informed decisions within their local contexts and in response to evolving conditions.”

The best practice recommendations for schools outlined by the departments of Health and Education include:
  • Masks must be worn by students and staff at school and on the bus as required by the order signed by Sec. of Health Dr. Levine on July 1, with some exceptions. Masks can be removed to eat or drink.
  • Students or caregivers should do a daily symptom screening before leaving for school.
  • Students, teachers and other staff are strongly encouraged to follow social distancing throughout the day with six 6 feet of separation between desks and other seating.
  • If possible, hold classes in gyms, auditoriums, other large spaces or outdoors, where physical distancing can be maintained.
  • Student seating should be facing in the same direction.
  • Limit student interactions by staggering class times, creating one-way walking patterns in hallways, and, when feasible, keeping students in a classroom and rotating teachers instead.
  • For breakfast and lunch, consider serving individually packaged meals in classrooms and avoid across-the-table seating. If meals are served in a cafeteria, sit students at least 6 feet apart.
  • Limit the number of students on playgrounds at one time and encourage social distancing.
  • Encourage the use of virtual gatherings, events, and extracurricular activities.

The guidance released today provides a list of best practices for schools to consider before the start of in-person classes.
https://www.education.pa.gov/Schools/safeschools/emergencyplanning/COVID-19/SchoolReopeningGuidance/ReopeningPreKto12/PublicHealthGuidance/Pages/default.aspx

The guidance for school sports is unchanged. Coaches, athletes, and spectators must wear masks unless they can maintain 6 feet of separation outdoors. Athletes can remove masks during a workout or competition.

Today’s guidance builds on the Pennsylvania Department of Education’s preliminary guidance issued June 3 outlining steps schools must take before they may resume in-person instruction.

The preliminary guidance requires school districts, charter schools, regional charter schools, cyber charter schools, career and technical centers and intermediate units to develop a health and safety plan. The plans must be approved by the school’s governing body and made available on the school’s public website before bringing students and staff back to campus. Nonpublic schools are strongly encouraged to create plans tailored to their unique needs and post them on their websites.

PA Attorney General Suing Roofing Company For Scamming, Defrauding Homeowners

On Wednesday, Attorney General Josh Shapiro announced a lawsuit against four individuals and their four companies, on claims that the defendants worked collectively to defraud consumers out of their hard-earned money including customers in Schuylkill County.

Michael Bloom, Robert DeHarder, Corrine Klose, and Adriana W. DeHarder advertised their home improvement services under the names “We Do Metal Roofs” and “Spade Crete” to advertise home improvement services for metal roof installation and concrete inlay. The businesses advertised that a down payment was never required to begin services, and that they offered warranties on their work. Instead, consumers paid large deposits for roof repairs or concrete installation while defendants kept the money and failed to start the work. In other instances, defendants performed partial and shoddy work, and abandoned the projects after receiving full payment from consumers. In instances where defendants did complete the home improvement projects, defendants issued warranties to the consumers and subsequently failed to honor the warranties after the consumers’ roofs began to leak or the concrete began to crack.

“Rather than staying on top of their promises to consumers, the owners of these roofing businesses repeatedly scammed Pennsylvania senior citizens out of their hard-earned savings,” said Attorney General Shapiro. “Any business targeting older folks with fake services will be sued. My Office remains committed to shutting down fraudsters and protecting Pennsylvanians.”

The Office received more than 60 consumer complaints against defendants’ business practices, some of which were filed by or on behalf of older Pennsylvanians. Some of the conduct dates back several years, but the Office was more recently concerned with the ongoing web of bad conduct that needed to be stopped.

One consumer, a senior citizen from Schuylkill County, contacted We Do Metal Roofs to inquire about installation of a metal roof to her residential property. On July 7, 2015, the consumer met with Bloom for an estimate and was quoted $36,000 for the job. The consumer signed the home improvement contract and paid $18,000 down payment. On July 8, 2015, the consumer mailed the Notice of Cancellation form to the Defendants and sought the refund of the $18,000 down payment. The consumer was provided with a less expensive estimate from a third party and no longer wished to seek Defendants’ services. Approximately one week after mailing the Notice of Cancellation, the consumer called and spoke with the defendant, Robert DeHarder, who informed the consumer that she wouldn’t receive the refund. The consumer called the bank to cancel the check, but the check was cashed on July 8, 2015. The defendants kept the money and the consumer was never refunded her $18,000 down payment.

Another consumer, a senior citizen from Monroe County, contacted We Do Metal Roofs to inquire about installation of a metal roof to his residential property. On December 8, 2015, the consumer met with defendant Bloom for the estimate and was quoted $26,000 for the job. The consumer signed the home improvement contract and paid $20,000 as a down payment. Defendant Bloom informed the consumer that he would return with samples. After weeks passed by and the samples were not provided, the consumer attempted to contact defendant Bloom on numerous occasions. About one year later, in December 2016, Defendant Bloom went to the consumer’s house and provided the samples. After many weeks of no further contact, the consumer again attempted to contact defendant Bloom who would not answer the telephone or return the consumer’s calls. The defendants kept the money without providing the service and the consumer was never refunded his $20,000 down payment.

On May 22, 2020, defendant, Robert DeHarder, pled guilty to receiving stolen property, receiving advanced payments for services and failing to perform, theft by deception and conspiracy, and was ordered to pay restitution. Bloom is also facing felony criminal charges in Luzerne County for receiving advanced payments for services and failing to perform, theft by deception, receiving stolen property and conspiracy to receiving advanced payments for services and failing to perform.

Consumers who believe they have been victimized by any of the defendants should file a complaint at www.attorneygeneral.gov or email scams@attorneygeneral.gov.

Ashland Hires Three Part-Time Police Officers; Fire Chief Talks About Fireworks and Opening Burning in the Borough

On Wednesday, July 8th, 2020, the borough of Ashland held their monthly council meeting.

All council members and borough officials were in attendance.

During regular business, a repository sale was approved for 308 Walnut Street, and a letter was read and approved to allow the Ashland Rotary to hold a concert at the Good Shepherd Church on August 19th, 2020.  That motion was approved.

A letter was also read from the Ringtown Valley Fire Company requesting Fire Police for the Schuylkill County Fireman's Convention Parade which will be held in Ringtown on August 22nd, 2020.  The motion was approved.

Under new business, Borough Chief of Police Ger Daley requested to hire three additional part-time police officers for the borough.  Council approved to hire Joseph Wehrer, Todd Ohlin, and Cody Searfoss.

Council Member Kaity Korn and Patti Wessner talked about the Crossfire Youth visiting the borough on July 8th, 9th, and 10th to clean up Oakland Park as well as Centre Street.

Fire Chief Phil Groody spoke and urged council to think about a fireworks ordinance for the borough next year.

"It's no big secret, we just went through the fourth of July.  For the well being and safety of our residents, we have to spread the word to these people that are using "technically legal" fireworks in the incorrect manner.  The law states that they must be 150 feet from an occupied building.  They were setting off aerial devices all over this town right next to buildings.  I will caution everyone, we were very lucky that we did not have a nasty roof fire somewhere.  I got lots of reports of rocket sticks on top of buildings and on tops of cars.  Our own firehouse included."  said Groody.

Groody said there is a strong move in Harrisburg for the fireworks law to be repealed.  He spoke directly to council, that if the law isn't repealed, that the council has the authority to regulate the use of fireworks in the borough.

"I ask that you put that in the back of your minds for next year that when the fourth of July comes around that we caution people about it". Groody said in closing.

Groody also reported that the borough and himself are receiving complaints of people "opening burning" in the borough.

Groody wanted to remind residents of the borough about Ordinance #823 that prohibits open burning of materials of any type within the borough.  Groody also stated that in Article 3 of the ordinance that residents cannot have a fire of any type on a sidewalk.

Groody noted that within the past 2 months, there were two barbeque fires that occurred on sidewalks within the borough.

Groody did note that "gas fire" pits are allowed because it is not considered an open fire.

An executive session was held by the council members prior to adjournment.

According to Troopers from the Schuylkill Haven Barracks, the crash occurred around 12:30am, Saturday, July 18th, 2020, in the northbound lanes of Route 61 in West Brunswick Township near the intersection with Coal Mountain Road.

Police say the crash occurred as Robert Nicholson, 42, of Hyattsville, MD was traveling southbound in the northbound lanes in an area where a concrete barrier divides the opposing lanes of travel.

Nicholson collided head-on with Christine Hernandez, 50, of Schuylkill Haven in the lane closest to the barrier.

Nicholson was pronounced deceased at the scene by a Schuylkill County Deputy Coroner.

Hernandez was transported to an area hospital with minor injuries.

State Police did not specify if they knew how or why Nicholson was traveling in the wrong lane.

Stangle and Strunk Split the Twin 20’s on Insigner Performance night at Big Diamond

After a week off courtesy of Mother Nature, Big Diamond Speedway sprang back into action Friday night as part of Insigner Performance night with the crowd-pleasing twin 20’s for the Insigner Performance Modifieds.

At the end of the night it was Matt Stangle and Jeff Strunk standing in victory lane with each taking a win. It was Joey Vaccaro taking the win in the Savage 61 Crate 602 division, Brad Brightbill was the first repeat winner this season in the USS Achey Sportsman division as was Chris Holland in the Red White and Blue Autos Roadrunners.

The first modified twin twenty saw Craig Whitmoyer and Frank Yankowski lead the field to the green flag with Whitmoyer jumping to the lead. Matt Stangle went by Yankowski for second on lap six. Whitmoyer was still the leader as he had pulled out to a lengthy advantage in the early stages. Whitmoyer looked to have this race in hand early but suddenly slowed and pulled off the track as he came off of turn four heading for the halfway flags. Stangle assumed the lead and started to stretch his advantage over Yankowski. While Stangle was leading the way Mike Gular and Rick Laubach were charging through the pack and started to pressure Yankowski fo the runner-up spot. Laubach vaulted past Gular into third on lap 14 and four laps later moved by Yankowski for second. Laubach was flying and caught up to the just turned 21 y/o Stangle as the field took the white flag. Stangle held his line down on the low side of the track and held off the challenge of Laubach to take his first ever modified win at Big Diamond. Frank Yankowski, Gular and Billy Pauch Jr completed the top five.

“The track was definitely a lot slicker than I thought it would be but we had a good car and it feels great to finally get a win,” cited an excited Stangle. “I don’t know if I would’ve been able to catch (Craig) Whitmoyer but sometimes it’s better to be lucky than good I guess. I really want to thank all of my sponsors and my parents for everything they do for me to be able to race.”

First twin 20 feature winner Matt Stangle pulled the number twelve ball out of the pouch meaning the top twelve finishers from the race would invert for the second twin 20. This put Kevin Graver Jr and Nick Rochinski on the front row. Graver would take the lead at the start and lead lap one with Rochinski working by Graver to lead lap two. Sixth place starting Craig Von Dohren was charging early and took over the third spot on lap three and one lap later moving by Graver to take over the runner-up spot. The first yellow of the race came out on lap five when the No. 98 of Tim Apgar slowed. The following restart was chaotic as the fourth-place runner Brett Kressley bounced off the wall coming down the frontstretch and getting into a car underneath him. At this time cars started bouncing off each other heading into turn one with the end result being a 13-car accident causing major damage to some cars with others being able to drive away, pit for repairs and return. Fortunately, there were no injuries, just a lot of bent up cars and frustrated drivers.

Back to racing and Von Dohren powered around Rochinski to take over the top spot, the race was slowed by another yellow when a strong running Kevin Graver slowed. Von Dohren once again raced to the lead as now Rochinski was having to hold off the challenges of Jeff Strunk who was once again aboard the Butch Getz No. 15s. Strunk worked his way past Rochinski for second on lap 12 and started to reel in the leader Von Dohren. Strunk was making up ground quickly on the low side as Von Dohren was using the high line. Lap 17 saw Strunk pull even with Von Dohren coming off turn four with Von Dohren able to hold Strunk off coming down the front and into turn one. Von Dohren wanting to protect his lead immediately moved his line to the inside as the two veteran stars raced into turn three. Strunk knew what he had to do and moved to the outside and powered around the No. 88x of Von Dohren to take the lead on lap 18. Once in front Strunk went on to take his first win at Big Diamond since April 17, 2017. For Strunk it was also his 50th career small block win at the track.

“I almost forgot where victory lane was here, it’s been so long since we’ve won here,” said a very happy Strunk. “It was great hearing the great crowd reaction here tonight, it was a good run for us. I can’t say enough about everyone who supports me and is behind me starting with Laurie my girlfriend. Thanks to Butch Getz who let me run this car here a few weeks ago and to Glenn and Bonita (Hyneman) for all of their support, it’s a team effort from everybody. This is a good deal for us and it keeps me here racing and I just can’t thank them all enough.”

The Savage 61 Crate 602 Sportsman were back in action this Friday with Kevin Brady in the No. OINK car taking the lead from his pole position as second-place started Joey Vaccaro was pressuring Brady for the lead. Vaccaro took over the top spot on lap 4. A major pile-up on a lap 8 restart shuffled the field up front. On the restart, it was Vaccaro still leading the way with Shon Elk and Dakota Kohler moving into the second and third positions. The top three cars ran the remainder of the race nose to tail with Vaccaro able to hold off the duo to record his first ever win. Elk finished second with Kohler in third. Mark Clauss and Beau Drobot completed the top five.

The USS Achey Sportsman division got off to a rocky start when eventual winner Brad Brightbill and Tim Fitzpatrick got together on the start causing both to spin. However, the start had already been called off and both cars were allowed to pit and return to their original starting positions. Mike Schneck took the lead on the start with Fitzpatrick applying pressure. A lap five restart saw Fitzpatrick take over the top spot with Brightbill getting by Scheck on lap six for second. Another restart on lap eight saw Brightbill power around the outside of Fitzpatrick to take over the top spot. Once in front it was all Brightbill as he moved out to comfortable lead and was able to take the checkered flag for the second time this season. Brandon Edgar got by Fitzpatrick late in the race to take second with Fitzpatrick coming home third. Mike Burrows and Cole Stangle rounded out the top five.

The Red White and Blue Autos Roadrunners put on another exciting race for the fans. Shawn Mulhall took the lead on lap one with Kris Ney right on his bumper in second. Mike Reichert joined the battle as the three leaders raced under a blanket. A lap twelve restart saw the leaders Mulhall and Mike Reichert hook together with both cars spinning putting both at the rear. Mike Reichert took over the lead with Chris Holland and Chris Reichert second and third. Kevin Holland added his name to the list as he moved into contention. As the leaders were going into turn three, they all got together with Chris Holland emerging as the new leader. As the wreck was being cleaned up, track officials decided to go with a green checkered finish due to time restraints. Chris Holland held on to take the win over Jim Kost, Alex Schoffstall, Terry Kramer and Jesse Krasnitsky.

Over 1,100 Sign Petition to Stop County Purchase of Former Grocery Store for Prison Pre-Release Center in Pottsville

The Giant Grocery Store, located on Progress Avenune, Pottsville,  has only been officially closed for two week but Schuylkill County is already reportedly eyeing it as a potential location for a prison pre-release center in the city.

Word spread via social media late Thursday and early Friday with many opposing the idea.

Schuylkill County Commissioner Hetherington has told the Republican Herald on Friday that the County is looking to acquire the property but did not give specifics.

An online petition was posted late Friday on Change.org to gather signatures from those opposing the purchase.

By 2:00pm, Monday, over 1,100 signatures had been gathered.

The petition can be found through the following link

Pottsville City officials are not opposed to the idea of the prison pre-release center, but feel the city, county, and Pottsville School District are losing out on important tax revenue if the county purchases the property.

"The County is one of the largest property owners in the City, all of which are not taxable. The Giant property is a large property in our business district and generates a lot of tax revenue for the City, County & School District. City Council agrees on the need for a pre-release facility but placing a correctional facility in your business district is never good for business.  If the County were to move forward with building a pre-release facility at the Giant, over 20 years, it would result in millions of dollars in lost revenue for the City, County & School District. Pottsville is in the midst of a economic revitalization, placing a correctional facility in the business district would be a huge blow to our success. It has the ability to affect both the City government and business owners, we simply cannot afford to have a pre-release facility constructed in this location." said Pottsville City Council Member Mark Atkinson.

Atkinson also suggested other locations for the Prison Pre-Release Center, "The County is in the process of relocating STS to another site. The current STS location would be an ideal spot for a pre-release facility. " said Atkinson.

Many county residents and Pottsville City officials said they will be attending Wednesday's Schuylkill County Commissioner's Meeting by phone to make sure their voices are heard.

County residents are still not permitted to attend the Commissioner's Meeting in person due to COVID-19 restrictions but can still attend via phone by calling 570-624-3971 up to 10 minutes prior to the start of the meeting. The meeting starts at 10:00am.
