A man from Shenandoah was sentenced Monday for his role in a drug trafficking conspiracy.
The United States Attorney’s Office for the Middle District of Pennsylvania announced that Anthony Navarro-Velez, 34, of Shenandoah, was sentenced on Monday to serve 121 months’ imprisonment by Senior U.S. District Court Judge James M. Munley,

According to United States Attorney David J. Freed, Navarro-Velez previously pleaded guilty to participating in the conspiracy during 2014 and 2015. Navarro-Velez admitted that he and others in the conspiracy distributed between 1 and 3 kilograms of heroin, which is approximately equivalent to between 40,000 and 120,000 retail bags of heroin. The heroin was obtained from suppliers in Paterson, New Jersey, and Hazleton.

Judge Munley also ordered Navarro-Velez to serve five years on supervised release following his prison sentence, and to forfeit firearms and his share of cash seized during the investigation.

Navarro-Velez was indicted by a grand jury in May 2016, as a result of an investigation by agents of the Federal Bureau of Investigation, members of the Pennsylvania State Police, and Shenandoah Police. Assistant United States Attorney Francis P. Sempa prosecuted the case.

This case was also brought as part of a district wide initiative to combat the nationwide epidemic regarding the use and distribution of heroin. Led by the United States Attorney’s Office, the Heroin Initiative targets heroin traffickers operating in the Middle District of Pennsylvania and is part of a coordinated effort among federal, state and local law enforcement agencies to locate, apprehend, and prosecute individuals who commit heroin related offenses.

A man who shot his friend last month in Gordon had the most serious charges dropped on Wednesday.

According to court papers, Michael Grady, 36, was originally charged with criminal homicide, aggravated assault, and recklessly endangering another person, after he reportedly fired his 12 gauge shotgun shooting Steven Joshua Molina on August 26th, 2019 around 4:30am at Grady's home in the 600 Block of Hobart Street in Gordon.

Grady reportedly told police that he was handing the shotgun to Molina, when it fired hitting him in the neck.

Molina was pronounced dead at the scene by Schuylkill County Deputy Coroner Joseph Webber.

An investigation into the incident showed that Grady was impaired to a degree of intoxication during the incident and was in sole possession of the firearm when it discharged.

Grady was arraigned and committed him to Schuylkill County Prison with no bail on August 16th, 2019.

On Wednesday, September 11th, 2019, Grady was back in front of Magisterial District Judge Christina Hale for a preliminary hearing.

During the hearing, the most serious felony charges of criminal homicide were dropped with Grady now being charged by prosecutors with "involuntary manslaughter" and bail was set at $100,000.

Grady waived his right to a hearing on the new charge.

Grady was then recommitted to Schuylkill County Prison

Applications for the 2019-2020 School Safety and Security Grant Program are now open to schools and community groups, according to Senator David G. Argall (R-Schuylkill/Berks).

The Majority Policy Committee, chaired by Senator Argall, held 10 separate roundtable discussions regarding school safety in 2018.  One of the recurring topics of these discussions was the need for proper funding to adequately address safety concerns.  “This program will go a long way to ensuring our schools are a safe and secure space for our children to learn, while not overburdening our taxpayers,” said Argall.

These grantsare available for school districts, intermediate units, area vocational-technical schools, charter schools, and private residential rehabilitative institutions for a wide variety of projects to improve school safety.

The grants fund projects including hiring school security officers, purchasing security-related technology, completing safety and security assessments, implementing violence prevention curricula, offering counseling services for students, and creating other programs to protect students.

A total of $18.72 million will be distributed to all schools that submit a qualifying application, and an additional $33.78 million in grants will be awarded on a competitive basis.

The application period for grants is open now through November 4. More details about the program are available at the PCCD School Safety and Security webpage.

Attorney General Josh Shapiro Files Lawsuit against Sackler Family

Attorney General Josh Shapiro filed a lawsuit against the founders and owners of Purdue Pharma, the creator of the prescription painkiller OxyContin. Attorney General Shapiro filed a separate lawsuit against Purdue Pharma in May 2019, accusing the company of a multi-faceted, illegal effort to market OxyContin in Pennsylvania.

The new lawsuit alleges that certain members of the Sackler family are personally liable for the devastation of the opioid crisis because they directed, controlled, and participated in this deadly campaign of deception. The lawsuit was filed under seal as legally required.

Attorney General Shapiro issued the following statement:

“The Sackler family seems to be concerned with only one thing – keeping their hands on the ill-gotten gains they made while pumping our Commonwealth full of OxyContin. Through our negotiations with Purdue Pharma, it became crystal clear the Sacklers have no intention of taking any ownership for engineering an epidemic that claims the lives of 12 Pennsylvanians each day. They shamelessly came into our Commonwealth and preyed on senior citizens, veterans, and those suffering from substance use disorder.”

“The Sacklers’ mission to avoid accountability and transparency stops here. The lawsuit I filed on behalf of all Pennsylvanians seeks to require this family of billionaires, who orchestrated opioids into as many doctor’s offices, pharmacies and medicine cabinets as possible, takes responsibility for the pain they caused.”

PA Auditor General Says Pottsville Area School District Must Do Better Job Managing Finances

$
0
0
On Thursday, Auditor General Eugene DePasquale said that the Pottsville Area School District in Schuylkill County must do a better job of managing its finances after his latest audit found the district’s general fund balance dipped to a negative $1.2 million.

“School district officials need to better manage the district’s finances to ensure that students are getting the best possible education,” DePasquale said. “This audit is especially alarming because in just five years, the general fund balance decreased from $12.5 million in 2013 to a negative $1.2 million by the end of our audit period.”

Auditors found the school board did not plan for a multi-year budget or factor the costs associated with retirements, healthcare costs, and charter schools. For example, the district failed to plan for charter school costs, which increased from $1.7 million in 2013 to $2.4 million in 2017. The board also approved budgets that counted on revenue that the district did not receive.

“Poor fiscal management and rising charter school costs all contributed to the general fund slipping into the red,” DePasquale said. “If immediate changes are not made, Pottsville Area School District runs the risk of being placed on financial watch status by the state.”

The audit found:
  • A board-approved separation agreement cost district taxpayers more than $200,000;
  • The district inaccurately reported the number of nonpublic and charter school students it transported, resulting in a net under-reimbursement by the state of $21,175;
  • The district failed to retain the required supporting documentation for multiple components of its transportation reimbursement; and
  • The district failed to conduct all required monthly fire drills and did not maintain adequate supporting documentation.

“The school board and administration must adopt a reality-based approach to budgeting while making sure to correctly report student transportation data and not leave reimbursement money on the table,” DePasquale added.

Pottsville Area School District agreed with the audit’s five findings and 17 recommendations and is working to correct the findings. Follow the link to review the Pottsville Area School District audit report.
