Schuylkill County Prison Board - Monthly Meeting Notes - September 2019

On Wednesday, September 11th, 2019, the Schuylkill County Prison Board held their monthly meeting.


Prison Board President Judge William Baldwin presided over the meeting.

The meeting was opened with the Pledge of Allegiance and approval of the minutes from the previous meeting.

Prison Warden Eugene Berdanier provided a "State of the Prison" Report for the month of August which included the following:

Various projects were reported including a crack in the entrance ramp that needs to be repaired, the door to a walk in freezer needs to be repaired, a macadam project at the front gate was completed, heaters and air conditioning units were repaired or serviced, and some welding projects were completed.

In regards to population, the peak census of the prison was 272, averaging 255  total for the month.  198 Male, 57 Female.

Three Corrections Officers are currently on extended medical leave.

Two Part-Time Officers attended Department of Correction Basic Training at the Academy.

The prison currently has five part time positions for Correction Officers.

Warden Berdanier also gave a report on a presentation he was given on "TextBehind".  The company provides an inmate mail management system that will eliminate contraband from incoming inmate mail.

In short, all inmate mail is sent to TextBehind, the mail is checked, and scanned, and the copy of the e-mail is sent to the prisoner.  The prison board had questions in regards "legal" mail, which Berdanier said that legal mail is not sent through Textbehind.  Berdanier is in the process of reviewing the other services that the company provides.  A cost was also not discussed.

Tri-County Cheerleaders Compete in 2nd Annual Cheer Challenge

On Saturday, Panther Valley Knee-Hi Football and Cheerleading hosted their 2nd Annual Cheer Challenge.

The event included cheer squads from the Tri-County Football League. Teams who participated were, Panther Valley, Shenandoah, Minersville, Frackville, Tamaqua, Mahanoy Area and Hazleton. Nearly 200 girls participated in the event.

During the first part of the event, participants competed as a squad and were judged on their performance which included their "Hello" cheer along with their half-time dance.

The second part of the event, participants competed individually in a "jump off". Each girl whom participated, registered before the event and paid a $2.00 fee. Those who registered, had one jump to perform their best toe touch, tuck, double hook, or hurdler.  Within each age group, a 1st, 2nd, and 3rd Place were awarded a medal. 

After the jump competition, the winners of the performance part of the competition were announced

Nancy E. Brokenshire, 76, of Frackville, PA, passed away Sunday, September 15th, at her residence.

Evelyn F. Bass, 94, formerly of Lombard Street, Tamaqua, PA died on Saturday, September 14, 2019 in Lehighton, PA. She was the wife of the late Lester W. Bass who died in 1987. Born in Tamaqua on June 21, 1925, Evelyn was a daughter of the late George and Edna (nee Deisenroth) Keich. A 1943 graduate of Tamaqua High School, she continued her education at the Reading Hospital School of Nursing. Evelyn was employed at the former Coaldale State Hospital, Coaldale, PA and prior to that she worked at the Veterans Hospital in Ferry Point, MD. She was a member of Trinity United Church of Christ, Tamaqua where she was a member of the Women’s Guild. Over the course of her lifetime, Evelyn was the caregiver for multi-generations of her family. She is survived by sons, Lester W. Bass, Jr. and his wife, Margarita of Palmerton, PA, Gary G. Bass of Reading, PA, and David A. Bass and his wife, Vicky of Baldwinsville, NY; 8 grandchildren; 17 great grandchildren; and 5 great great grandchildren. She was predeceased by a daughter, Diane Ontiveros, in 2015. Services will be held at 11 AM on Thursday, September 19 at the Zizelmann-Gulla Funeral Home, 500 East Broad Street, Tamaqua with The Rev. Darryl Kensinger officiating. Interment in Sky View Memorial Park will follow the services. Call 10-11 AM on Thursday at the funeral home. Kathryn B. Krall, formerly of Mahanoy City, died Friday night at Genesis HealthCare Lehigh Center, Macungie. She was 90. Kathryn was the daughter of the late Anthony and Catherine (Krohn) Forgotch. A graduate of Mahanoy City High School and Empire Beauty School, she owned and operated a beauty salon for many years in Mahanoy City. She was a member of the Mahanoy City Hairdresser Association. Kathryn was a parishioner of St. Teresa of Calcutta parish in Mahanoy City. She was preceded in death by her husband George, her parents, and her brothers Bernard and Rev. Joseph Forgotch. Surviving are her son Thomas and his wife Maria, her daughter Kathleen and her husband Dr. Paul McCabe all of Allentown, granddaughters Nina and Cara Krall and Corinne and Colleen McCabe, nieces and nephews. A Mass of Christian Burial will be celebrated by Rev. Martin F. Kern on Thursday morning at 11 AM at St. Teresa of Calcutta Church in Mahanoy City. Interment will follow in Calvary Cemetery in Drums. Tania R. Johnson, 54, of Williamstown, passed away Saturday, September 14th at the Hershey Medical Center.

Born in Harrisburg, February 25, 1965, a daughter of Melvin Carl, Tower City and the late Janice Wren Carl.

Tania was a custodian for the Williams Valley School District.

She enjoyed doing crafts, crocheting and diamond painting. She was an avid fan of Penn State football and the Philadelphia Eagles. Her family meant the world to her.

She was active with the Wolf Sanctuary of Pennsylvania.

Surviving in addition to her father, are her husband, Douglas L. Johnson, Sr; two children, Tricia M. Pannebaker and her husband Aaron, Harrisburg; Douglas Jr. (DJ), Williamstown; step-granddaughter, Jilia Pannebaker; brother, Troy Carl, Tower City, sister; Sheila Deiter, Orwin.

A Celebration of Tania's life will be held Wednesday, September 18th at 7:00 pm from the Chapel of the Dimon Funeral Home, Inc., Tower City with Pastor Amanda Bressler. Visitation will be from 6-7 at the chapel. Following the service everyone is invited to the Brown Jug Restaurant for refreshments and time of fellowship. Life Flights to Carry Blood for the Critically Injured

Each time a Geisinger Life Flight crew heads out for a call, they’re now grabbing a small cooler containing their latest life-saving tool: blood. The addition of blood being onboard all air ambulances and the ground transport unit means better care for critically injured patients before they arrive at the hospital.

Life Flight’s six bases, nine helicopters and ground transport unit now have the equipment to properly store and transport blood, allowing crews to begin a blood transfusion as part of pre-hospital care. The effort is a collaboration between Geisinger Life Fight, emergency medicine and transfusion medicine.

“Administering blood to a traumatically injured patient before arriving at the hospital has been shown to decrease shock, reduce the need for blood transfusions in the hospital, and increases survival rates,” said Dr. Samuel Slimmer, a Geisinger emergency medicine physician and Life Flight’s associate medical director. “With the patient better stabilized when they arrive, we’re able to better evaluate their injuries and make sure they’re getting the correct treatment. In many cases, it can speed up the treatment process for patients who are often suffering from critical, life-threatening injuries. It makes a lot of sense, and it’s the right thing to do for the patient.”

Life Flight paramedics and flight nurses underwent additional training to learn how to store and pack blood as well as administer a blood transfusion. Guidelines were also developed for how and when to use blood in the field, including flight crews being in contact with medical command staff to evaluate patients in determining if a blood transfusion is appropriate while in transport to the hospital. Each medical helicopter carries two units of the universal type O blood.

“Being able to give blood to a patient before arriving at the hospital saves lives,” said Steve Davis, a flight nurse and supervisor at the Life Flight 4 base in Montoursville. “This has been a year-long process and something we recognized we needed to do to continue to enhance the critical and pre-hospital care our crew members provide every day. By offering this care, we’re adding value to the communities we serve.”

Each Life Flight base is equipped with blood storage refrigerators to keep blood at the proper temperature so it’s ready for use at any time. Each base also has specialized blood coolers designed to keep blood properly stored when it’s being transported in a helicopter.

Geisinger’s transfusion medicine team worked with Life Flight personnel to address the logistics and challenges of providing blood.

“Geisinger’s blood bank collaborated with Life Flight to create, enact and document proper workflows to manage blood storage and usage,” said Dr. Deborah Novak, a Geisinger transfusion medicine physician. “This included working together to teach the proper way to set up blood storage, how to transport blood in compliance with strict regulatory standards and how to properly monitor blood storage.”

Geisinger blood banks supply the blood Life Flight uses. Couriers transport blood between blood centers and Life Flight bases around-the-clock to ensure blood supplies are replenished should any blood be used on a call.

Since Life Flight started carrying blood earlier this year, blood transfusions have been completed more than 30 times.

Geisinger Life Flight has a fleet of nine helicopters, with six bases across central and northeastern Pennsylvania in Selinsgrove, State College, Avoca, Williamsport, Minersville and Lehighton, as well as a critical care transport ambulance. In 2018, Geisinger completed more than 2,700 flights and has flown more than 63,000 patients since beginning operations in 1981. Geisinger Life Flight has a staff of about 130, including 80 clinicians, and has an annual operating budget is approximately $15 million.

Eloise Startzel, 93, of Brockton, PA died on Monday, September 16, 2019 in Orwigsburg, PA.

She was the wife of the late Earl K. Startzel, Jr. who died in 2005.

Born in Tamaqua, PA on October 5, 1925, Eloise was a daughter of the late Adam, Sr. and Myrtle (nee Zimmerman) Schmauch. She attended Tamaqua High School and worked for the former Anchor Deep Seafood in Tamaqua. Eloise was a member of Trinity United Church of Christ, Tamaqua.

She is survived by children, Diane Reeser and her husband, Mark of Baltimore, MD, Denise Sadusky and her husband, Donald of Mahanoy City, PA, Earl Startzel, III of Brockton, and twins Kevin Startzel of Brockton and Karen Berezwick and her husband Joseph of Tamaqua; 12 grandchildren; 13 great grandchildren; 2 great great granddaughters; and several nephews and nieces.

Eloise was predeceased by a son, Darrell Startzel, Sr, in 2015; brother, Adam Schmauch, Jr.; sister, Elizabeth Hirsch; grandson, Darrell Startzel, Jr.; and great grandson, Ryan Sadusky.

Services will be held at 11 AM on Saturday, September 21 at the Zizelmann-Gulla Funeral Home, 500 East Broad Street, Tamaqua with The Rev. Darryl Kensinger officiating.

Interment in Odd Fellows Cemetery will follow the services. Call 6-8 PM Friday, September 20 and 10-11 AM Saturday, September 21 at the funeral home. Marjorie “Midge” Alma Lincovich, 83, of Pottsville, PA and formerly of Tuscarora, PA died on Monday, September 16, 2019 in Pottsville. She was the wife of the late Joseph M. Lincovich to whom she was married 59 years at the time of his death in 2014.

Born in Delano, PA on February 25, 1936, Midge was a daughter of the late George and Irene (nee Levy) Maurer. She attended Tamaqua High School and worked for Tami Sportswear, Tamaqua, PA. Midge was a member of the former St. Bertha Catholic Church until it closed and a member and past president of the Tamaqua Democratic Club. To her, family was priority, and her world was centered around family life.

Midge is survived by son, Joseph Lincovich of Pottsville, PA; daughters, Betsy Bassler and her husband, Mark of Brockton, PA and Diane Baddick of Tuscarora; grandchildren, Leann Baddick of Brockton and Dana Schlier of Tamaqua; great grandchildren, Alexa Williams, Devin Schlier, Jacob Schlier, Aiden Schlier, and Brody Schlier; sister, Joan Wassel of Tamaqua; and several nephews and nieces.

She was predeceased by a sister, Ruth Nester.

Services will be held at 11 AM on Friday, September 20 at the Zizelmann-Gulla Funeral Home, 500 East Broad Street, Tamaqua. Interment in Sky View Memorial Park will follow services. Troy D. Shadle, 55, of Moyers Station Rd., Schuylkill Haven, passed away unexpectedly on Sunday, September 15, 2019 at Lehigh Valley Hospital Schuylkill East.

Born on January 30, 1964 in Pottsville, he was a son of Anna K Brower Shadle of Tower City and her companion Clarence Gibson.

He was a 1981 graduate of Williams Valley High School and a member of Trinity United Church of Christ, Tower City.

Troy worked for 30 years as a Machinist for Dayton Superior in Tremont and was a member of the United Steel Workers Union. He was presently employed at Mrs. T's.

He enjoyed bow hunting, fishing and loved cars and animals. He was an avid Y & R watcher.
Troy's family meant the world to him.

Surviving, in addition to his mother, are his wife of 25 years, Lori Lehman Shadle; son, Ethan Shadle of Schuylkill Haven; daughter; Courtney Shadle of North Carolina; two grandsons, Landon & Maddox Shadle; brother, Jeff and wife Shelly Shadle of Williamstown.

Funeral Services will be held on Friday, September 20, 2019 at Noon at the H. L. Snyder Funeral Home, Inc., Pine Grove with Pastor Roderick Sutliff officiating. There will be a viewing on Friday, September 20, 2019 from 10:00 A.M. until Noon at the Funeral Home. Interment will follow in the St. Mark's (Brown's) Cemetery, Schuylkill Haven.

Joseph Anthony Swingle, 96, of Frackville passed away Sunday, September 15th, at Lehigh Valley Health Network Schuylkill-East. Joseph was born in Frackville, PA on February 10, 1923, a son of the late Antoinette Alice (Savitsky) Swingle, of Vilna Poland and Charles (Zwinglii) Swingle, of Lithuania.

Predeceased by his parents, first wife Lois Grace (Derr) Swingle, Daughter Beverly Carol Ann Sanko-Mattson, Second Wife Helen Margaret (Morris-Lazer) Swingle, Granddaughter Deneen Lazer, Siblings Bryan, Frank, Edward, Walter, Sopie & Veronica.

He served in the United States Civilian Conservation Corps in 1939-1940 working in Forestry in AZ. He was a veteran of WWII serving 4 years with the U.S. Army before his Honorable Discharge in 1944.

He lived in Frackville most of his life, moved back to Philadelphia to attend Spring Garden Technical Institute 1947-1951, then returned to open Swingle's Garage Body and Fender Shop and Towing which he owned and operated for the next 45 years, during this time he also built and owned the Bel-Air Motel, and dabbled in small business ventures .

He was a member of St. Joseph's Catholic Church in Frackville for over 70 years and the Knights of Columbus. Joseph enjoyed contributing to St. Joseph's Church and Convent for many years, and was a good friend of both Father Connely and Father Boyle.

Joseph enjoyed 18 years of vacations at Daytona Beach with his first wife Lois & Daughters. He also enjoyed his many trips in the RV with his second wife Helen, traveling across the United States, as well as trips to Ireland.

He is survived by two daughters, Lois, wife of Gary Bair; Maxine Gillespie;

three sons Kenneth, husband of Diane Lazer; Joseph, husband of Carol Lazer & Richard Lazer. Grandchildren Tammy Herb; Wendy Flail, wife of Shawn; Carl Sanko, husband of Jeanine; Jeffrey Sanko, husband of Autumn; David Gillespie, Shawn Lazer, Shelly Knepper wife of Walter, Crystal, and Holly. Several Great and Great-Great Grandchildren.

A Mass of Christian Burial will be celebrated at St. Joseph's the Worker, Frackville on September 28 at 10:30 AM, Interment at St. Joseph's Church Cemetery, Frackville.

In lieu of flowers, memorial contributions may be made to St. Jude's Children's Hospital. Hamilton-Breiner Funeral Home & Cremation Services, Inc., Orwigsburg is entrusted with arrangements.

Jean L. Zalonka, 73, of Orwigsburg, passed away at home Sunday, September 15th, while in the company of her family.

Jean was born in Pottsville, on August 7, 1946, a daughter of the late Mildred (Brown) and Lamar Fisher.

She was the wife of Vincent A. Zalonka. They were married October 24th, 1964.

She was a member of St. Ambrose Roman Catholic Church Schuylkill Haven. She was employed as a Clerk at Thomas Pharmacy, Orwigsburg and also worked at JDM Mail in Hamburg and was a Hotel Clerk at the River Inn.

In addition to Vincent, her husband of 54 years, Jean is survived by

Her sister, Donna, widow of Gary Correll; her brother, Lamar (Bud) Fisher, husband of Ellen.

She is also survived by her grandchildren Tiffany Dreher, wife of Jordan. Megan, Jade, Jarrett Zalonka and her great grandson Gavin Dreher.

She was predeceased by her son Vincent Zalonka, grandson Neiko Zalonka and sister Diane Fisher.

Public Visitation will be held from 6:00 PM to 8:00 PM on Sunday evening, September 22nd at Hamilton - Breiner Funeral Home & Cremation Services, Inc. in Orwigsburg.

A Mass of Christian Burial will be celebrated at 10:30 AM on Monday, September 23rd at St. Ambrose Roman Catholic Church in Schuylkill Haven, with Msgr Rev. Edward Zemanik officiating.

Interment will be held in St. Patrick's Cemetery, Pottsville.

Nancy E. Brokenshire, 76, of Frackville, PA, passed away Sunday, September 15th, at her residence.

Nancy was born in Mahanoy City, PA on June 30, 1943, a daughter of the late Elizabeth (Fizel) and Leo Salmon.

Nancy graduated from Mahanoy Area High School class of 1961.

She worked for Mahanoy City Cigar Plant and later Eagle Brother Shirt Factory.

Nancy later became a homemaker and raised her two children.

Nancy loved dogs and enjoyed her time watching television, especially comedies.

She was the wife of Jim Brokenshire.

Nancy is also survived by a daughter, Tami, wife of Russ Pellegrino, of Frackville; a son, James, of Frackville; and by a sister, Virginia Minalda, of Mahanoy City; and nephews John and Matthew Minalda.

A Religious Service will be held Friday September 20, at 11AM at the Louis D. Truskowsky Funeral Home & Crematory Inc., Mahanoy City, PA, with Pastor Carl Shankweiler officiating.

Friends may call Thursday 6 to 8 PM and Friday 9 to 11 AM.

Interment will follow in the German Protestant Cemetery Association Mahanoy City, PA.

Geisinger is enrolling dementia patients and their caregivers in a national research study that will compare three models of dementia care over an 18-month period.

An estimated 6 million people in the United States are living with dementia. The effects of dementia include memory loss, confusion and disorientation, poor balance and falls, incontinence, swallowing disorders, recurring pneumonia, and behavioral issues. These conditions often lead to caregiver stress and illness. As healthcare systems work to provide the best care for both dementia patients and their caregivers, the D-CARE study will compare three different approaches to dementia care.

Patients and caregivers enrolled in the study will be randomly assigned to one of three groups:

  • health-system-based care, in which patients will see a Geisinger advanced practitioner at Geisinger’s Memory and Cognition clinics in Wilkes-Barre or Bloomsburg;
  • community-based care, where a social worker affiliated with the Alzheimer’s Association will provide regular phone calls and optional in-person visits;
  • enhanced usual care, through which patients and caregivers will be given detailed lists of available local resources, including the Alzheimer’s Association 24/7 helpline.
The lead investigator is Maya Lichtenstein, M.D., Geisinger neurologist.

Patients who have Geisinger primary care providers are eligible. Participants will complete questionnaires at an initial visit and through phone calls at regular intervals throughout the study. Patients will receive $20 at the initial visit and $15 at the 18-month visit (total of $35). Caregivers will receive $20 at the initial visit and at the 18-month visit (total of $40).

Mount Carmel Man Dies in Crash in Barry Township Early Tuesday

A man from Mount Carmel died from injuries in a crash in Barry Township early Tuesday.


According to the Pennsylvania State Police, around 5:30am, emergency personnel were dispatched to the area of 849 Deep Creek Road for a motor vehicle accident with entrapment.

Police say Jesse Miller, 30, of Mount Carmel was traveling on Deep Creek Road when he crossed into the opposite lane and struck another vehicle head-on.

Miller later died at the hospital from his injuries.  He was reported to not be wearing a seat belt.

Deep Creek Road was closed while the scene of the crash was cleared and investigated.

Fire Crews at the Scene of a 2nd Alarm House Fire in Oneida

Late Tuesday afternoon, emergency personnel were called to a 2nd alarm fire in East Union Township.


Around 5:45pm, emergency personnel were dispatched to 66 3rd Street, in Oneida, East Union Township for a working house fire.

Multiple units including a tanker task force were called to the scene.

The bulk of the fire was reported to be under control in about 20 minutes.

PA State Senator from Lebanon County Charged with Possession of Child Pornography

On Tuesday evening, Attorney General Josh Shapiro announced charges against Pennsylvania State Senator Michael Folmer for possession of child pornography. 

The investigation began as a result of a CyberTip reporting that an electronic service provider, Tumblr, discovered that a user had uploaded an image of child pornography using their application. The investigation led to the home of Michael Folmer in Lebanon, PA. The Office of Attorney General ‘s Child Predator Section, Lebanon City Police Department, and U.S. Department of Homeland Security executed a search warrant on Tuesday and found images of child pornography on the defendant’s phone. The defendant was charged Tuesday evening with Sexual Abuse of Children, Possession of Child Pornography, and Criminal Use of a Communication Facility.

“This defendant serves as a state Senator and was entrusted to honor and represent his community in the Pennsylvania Capitol,” said Attorney General Josh Shapiro. “Tonight, our Office arrested Mr. Folmer for possession of child pornography and charged him with Sexual Abuse of Children, Possession of Child Pornography, and Criminal Use of a Communication Facility. I will continue to say it—no one is above the law, no matter what position of power they hold. I will continue to work to protect children and hold those who abuse them accountable.”

The case will be prosecuted by Senior Deputy Attorney General Christopher Jones. All charges discussed are accusations. The defendant is presumed innocent unless and until proven guilty.

Eight Displaced After Fire in Oneida; Cause Under Investigation

Eight people are displaced after a fire in Oneida, East Union Township, Tuesday afternoon.


Around 5:45pm, emergency personnel were dispatched to 66 Third Street, Oneida, for a working house fire.

Upon arrival, the fire was upgraded to a 2nd alarm due to the home being the middle of a three row homes and the additional manpower was needed.

At the 20 minute par check, the fire was reported as under control.

The cause of the fire is still under investigation and we are told a domestic incident was reported at the residence before the fire.
