Schuylkill County Obituaries for 02/13/2018

Merle Bowe McAllister, 96, much loved mother of Guy W. Bowe, Jeffrey P. Bowe, and Brenda B. Sebring, died peacefully on Sunday, February 11, 2018 at Providence Place, Pottsville, PA surrounded by her family and closest friends.

She was preceded in death by her husband and the father of their children, The Honorable Guy A. Bowe, Jr. in 1983. Merle graduated from the University of Alabama in 1943. Mrs. Bowe loved bridge, enameling and painting, golfing and was a superb cook.

She lost her son, Guy, in 1988.

Mrs. Bowe is survived by her son Jeffrey and his wife Rea of Hometown, PA and their children Guy and his wife Katie of Alexandria, VA and Bergen and her husband Eric Dougherty of Philadelphia, PA; her daughter Brenda and her husband Barry L. Sebring of Greensburg, PA and their children Janell Khamvongsa of Las Vegas, NV and Daryl L. Sebring and his wife Karrie of Greensburg, PA; and her great grandchildren, Jezalyn Garcia, Joshua Khamvongsa, MacKenzie Khamvongsa, Khaely Khamvongsa, Troy Sebring and Katelyn Sebring.

Services will be private at the convenience of the family.

The family requests donations in her memory be made to the Schuylkill United Way, ATTN: Kelly K. Malone - Executive Director, 9 North Centre Street - Suite 301, Pottsville, PA 17901. Online condolences may be made at www.zgfuneralhome.com.

The wristband policy will be in effect for this event. Fans are permitted on the Hersheypark Entertainment Complex property beginning at 7 a.m. on Friday, February 16, 2018. Two hours prior to the on-sale, fans will be directed in front of Giant Center box office, where they will be issued a numbered wristband. Wristbands are available for one hour, and at the conclusion of that hour, a selected fan will randomly choose a wristband that will determine the line order.

Stolen Trailer Used in Lebanon County Theft Found in New Jersey

A trailer used in a theft in Lebanon County over the weekend was found in New Jersey.

According to the Pennsylvania State Police, late Saturday or early Sunday morning thieves stole a white 2005 Ford F250 on Tulpehocken Road, in Jackson Township, Lebanon County. 

After stealing the truck, the thieves proceeded to Off Road Motorsports, located along 422 also in Jackson Township.  Around 1:55am, the thieves broke into the business and loaded 3 side by side off road utility vehicles into a white color 35 foot enclosed trailer that belonged to the business.  The thieves attached the trailer to the stolen truck and fled the scene.

Three suspects were observed on the surveillance footage of the business.  All three were wearing dark clothing and masks.

The license plate of the F250 is YSB4505 and the trailer's is XJP2811. 

The side by sides were identified as an orange colored 2014 Polaris RZR two seater, bearing VIN# 4XAST1EA9EF361133, a black and red colored 2017 Polaris RZR four seater, bearing VIN# 3NSVCE873HH009495, and a yellow colored 2013 Can-Am Commander two seater, bearing VIN# 3BJKKCP18DJ000659. The estimated value of the stolen side by sides and trailer is $55,000. The estimated value of the stolen F250 is $14,000.

The owner of Off Road Motorsports is offering a $10,000 reward for information leading to the return of the vehicles stolen from his business, and the arrest and prosecution of those involved.

***UPDATE***

According to State Police, the trailer was later found in Camden, New Jersey, but the truck and the ATV's have yet to be found.

Medical Marijuana Available in Pennsylvania This Week

Governor Tom Wolf today Tuesday thatmedical marijuana will be available for patients at approved dispensaries beginning February 15th.


“Pennsylvanians have been waiting years for this moment,” Governor Wolf said. “Medical marijuana is legal, safe and now available to Pennsylvanians suffering from 17 serious medical conditions. In less than two years, we have developed a regulatory infrastructure, approved physicians as practitioners, certified patients to participate and launched a new industry to help thousands find relief from their debilitating symptoms.”

Patients are encouraged to contact the dispensary directly before visiting to see if an appointment is required. Medical marijuana will be available at the following locations:

“Our work continues to increase access to this important medical tool,” Dr. Rachel Levine, Acting Health Secretary and Physician General said. “Our teams are crisscrossing the state inspecting dispensaries as they are ready to open their doors. Each week we will be adding locations where Pennsylvanians suffering from serious medical conditions can get this medication.”

To date, 10 dispensaries and 10 grower/processors have been approved to operate. Cresco Yeltrah is the first grower/processor to begin delivery to dispensaries.

More than 17,000 patients have registered to participate in the medical marijuana program, with nearly 4,000 certified by a physician. Physicians continue to register to participate in the program. To date, 708 have registered and of those, 376 have competed the training to become certified practitioners.

In order to become operational, the grower/processors and dispensaries have each undergone several inspections from the Department of Health. Each of the grower/processors are fully integrated with the seed-to-sale tracking system and are now able to begin accepting seeds and clones to grow medical marijuana.

The Medical Marijuana Program was signed into law by Governor Tom Wolf on April 17, 2016. Since that time, the department has:
  • Completed the Safe Harbor temporary guidelines and Safe Harbor Letter application process, as well as approved more than 340 applications;
  • Completed temporary regulations for growers/processors, dispensaries, physicians, patients, and laboratories, all which have been published in the Pennsylvania Bulletin;
  • Issued permits to grower/processors and dispensaries;
  • Developed the Medical Marijuana Physician Workgroup;
  • Convened the Medical Marijuana Advisory Board;
  • Approved five training providers for physician continuing-education;
  • Approved three laboratories to test medication before it is delivered to patients;
  • Launched registries for patients and caregivers, as well as physicians;
  • Registered more than 17,000 patients for the program;
  • Approved eight dispensaries and 10 grower/processers to begin operations; and
  • Continued to work with permittees to ensure they will be operational.
The Medical Marijuana Program became effective on May 17, 2016, and is expected to be fully implemented in 2018. The program will offer medical marijuana to patients who are residents of Pennsylvania and under a practitioner’s care for the treatment of a serious medical condition as defined by the Medical Marijuana Law.

Mahanoy City Hires New Full Time Police Officer

Mahanoy City hired a new full time police officer Tuesday evening.


During Tuesday's meeting, the Mahanoy City Borough Council made a motion to unanimously hire Rachael Lenar, as a full-time police officer.

Lenar joins the force with 7 years experience under her belt after working in several municipalities in Schuylkill and Luzerne Counties.  Lenar also adds an officer to the borough's police force with a Crisis Intervention Team Training certification.

Lenar is a graduate of the Lackwanna College Police Academy.

According to Police Chief Zipovsky, Lenar is also the first female full time police officer hired by the borough in over 20 years.

Mahanoy City Police Chief Kenneth Zipovsky said "The hiring of Officer Lenar is just another example of the dedication and commitment of our elected officials who provide the tools and resources, which allow the police to give the quality police service that the community truly deserves.

Route 309 Closed After Crash Tuesday Evening

As of 12:30am Wednesday, Route 309 is closed south of Tamaqua.


Around 10:15pm, Tuesday, emergency personnel were called to the West Penn Pike (Route 309) near Clamtown Road for a motor vehicle accident involving a car and a tractor trailer with heavy entrapment.

At least 4 people were injured in the crash and at least 2 helicopters were called for those with injuries.

As of 12:30am, Route 309 is closed in the area.

Joan O (Berger) Zaprazny, age 83, of McCorkle Rd, Hershey passed away Monday, February 12, 2018 at Penn State Hershey Medical Center, Hershey, Pa.

She was the wife of John R. Zaprazny who died July 2, 2007. They enjoyed 52 years of marriage.

Joan was a 1952 graduate of Schuylkill Haven High School. Joan took great pride in her family and loved her cats.

Joan loved crafts, gardening, music, reading, and sewing.

Joan was active in her church throughout her life and was most recently a member of New Life Church of Hershey, Pa who welcomed her in 2016.

She was a pianist and she taught Sunday school for 40 years.

She was a former member of the Golden Girls Singing Group, Local Senior Citizen group, the Penn State Senior Exercise Program and her church choir.

Born in Port Carbon on August 6, 1934, she was the daughter of the late Raymond D. And Ruth O (Warner) Berger.

She is survived by her daughter, Phyllis Parker wife of Jeffrey Parker, Lake Wynonah, PA

Woman Flown After Crash near Tamaqua Late Tuesday

A woman was seriously injured in a crash near Tamaqua late Tuesday.

Around 10:15pm, Tuesday, emergency personnel were called to the West Penn Pike (Route 309) near Clamtown Road in West Penn Township, near Tamaqua for a motor vehicle accident involving a car and a tractor trailer with heavy entrapment.

A woman travelling south on Route 309 reportedly crossed into oncoming traffic and hit a tractor trailer head on.

The woman was entrapped in her vehicle over an hour until she was taken to a waiting helicopter and flown to an area hospital.

The woman's injuries were listed as serious.

Deceased Dog Found in Suitcase Near Mount Carmel

Police and SPCA officials are asking for help find the owner of a deceased dog found near Mount Carmel.


According to officials, the Mount Carmel Police and the Hillside SPCA are investigating an incident where the body of a deceased dog was found stuffed in a red suitcase near the Mount Carmel woods.

The dog was found Monday and described as a young unaltered male pitbull.

The dog was described as having a thick black corroded collar, malnourished, extreme abuse to the face, and bite wounds all over his body.

Man Taken into Custody Who Led Police in Pursuit that Resulted in Crash

A man was taken into custody on Thursday who led police in a pursuit that resulted in two police cars colliding.



According to the Pennsylvania State Police at Schuylkill Haven, the incident occurred around 3:40pm on Wednesday when a State Police Trooper was in pursuit of a vehicle driven by Michael Flickinger, 42, of Port Carbon.

The pursuit was heading west on West Bacon Street in Palo Alto, when a borough police vehicle attempted to assist by blocking the eastbound lane of the roadway.  Flickinger travelled around the Palo Alto police vehicle and continued fleeing.  The Palo Alto Police officer attempted to clear the roadway but the State Police vehicle was unable to stop and struck the front of the borough police vehicle.

The Pennsylvania State Police vehicle then traveled a short distance and struck a utility pole at the intersection of West Bacon and Howard Street.

Both the trooper and Palo Alto Police officer treated and released from an area hospital.

Flickinger fled the but was taken into custody by Pottsville Police on Thursday and arraigned by Magisterial District Judge Ferrier on charges of fleeing and attempting to elude police, recklessly endangering another person, and numerous traffic violations.  He was locked up in Schuylkill County Prison on $10,000 straight cash bail.

Minutes from the last meeting, reports from officers, and bills and transfers were all accepted and approved.

Under business, a bid was approved for the Little League Project Safety from Pro Max Fence systems for $25,575.00.

Council approved a request from a letter from the Girardville Borough for fire police services for the St. Patrick's Day Parade.

Council approved the resignation of William Kripplebaurer from the Ashland Area Municipal Authority.

Council approved the returning of $15,000 in  Act 137 funds from the Centre Street Rental Development Project.  The funds will be returned to the Schuylkill County Affordable Housing Trust Board for the Centre Street Rental Development Project. 

Council approved Resolution 2018-2-1, acknowledging the retirement of Ed Gough for his 44 years of service to Ashland Borough.  Council also approved payment of Gough's unused vacation day.s

Council approved the Aqua America Water Main Project with the stipulation that area residents are notified and there no open trenches during construction.

Mayor Walacavage spoke on a number of police issues.

Councilwoman Wesner and Vice President Spieles provided an update of the Blight Committee’s efforts.

Council President Groody announced that there will be a recreation board meeting on March 21st @ 6:30pm. The meeting will include the annual discussion with the Ashland youth sports teams.

Fire Chief Groody announced that additional smoke detectors are available for installation. Anyone interested should contact the borough hall.

Two Dogs Rescued After Being Abandoned in Home

Police are investigating an incident where two dogs were abandoned at a home in Valley View.


According to Hegins Township Police, on February 14, 2018, they responded to a citizen complaint for animal abandonment at 1323 W. Maple St., Valley View.

Sgt. Matthew Dillman prepared a search warrant and police, assisted by Cruelty Officer Bridget Barder, of Ruth Steinert SPCA, executed the search warrant at the residence.

Two dogs, one of which was very emaciated, were recovered from the residence.

Inside of the residence was urine on the floor, piles of fecal matter, and no water available for the dogs to drink.

Ruth Steinert SPCA is in custody of the dogs and are being cared for.  Police are still investigating the incident.
