PA Department of Education: Masks and Face Coverings will be Required for Children and Adults in School

$

As School Districts continue to wait from guidelines from the Department of Education on how to return to the school in the fall, the Pennsylvania Department of Education clarified a question that many have been asking "Will students have to wear masks at school?".

The answer to the question was posted on Monday, July 6th, 2020 on the Pennsylvania Department of Education web site in reference to face coverings.

QUESTION: Does the Order of the Secretary of the PA Department of Health Requiring Universal Face Coverings apply to children and adults while in schools?

Answer:

"Yes, this Order applies to all individuals while in school entities, including public K-12 schools, brick and mortar and cyber charter schools, private and parochial schools, career and technical centers (CTCs), intermediate units (IUs); educational programming for students in non-educational placements such as residential settings (boarding schools), residential facilities, detention centers, and hospital settings; PA Pre-K Counts, Head Start Programs and Preschool Early Intervention programs; and Private Academic Nursery Schools and locally funded prekindergarten activities.

For the safety of students, staff and families, and to avoid community spread of COVID-19, students and staff are considered to be members of the public who are congregating in indoor locations. As such, they are required to adhere to this Order.

The Order is effective immediately and applies to all children aged two and older.
"

QUESTION:  Under what circumstances are students permitted to remove their face coverings (e.g. masks and face shields)?

ANSWERSchools may allow students to remove their face coverings when students are:
  • Eating or drinking when spaced at least 6 feet apart;
  • Seated at desks or assigned work spaces at least 6 feet apart; or
  • Engaged in any activity at least 6 feet apart (e.g. face covering breaks, recess, etc.).

QUESTION:  Do students with disabilities need to wear face coverings?

ANSWER:  Any student who cannot wear a mask or face shield due to a medical condition, including those with respiratory issues that impede breathing, a mental health condition, or disability, and students who would be unable to remove a mask without assistance are not required to wear face coverings. Individuals who are communicating or seeking to communicate with someone who is hearing impaired or who has another disability, where the ability to see the mouth is essential to communication, are not required to wear a mask; however, individuals should consider using another type of face covering such as a plastic face shield.

QUESTION:  Do schools need to update/amend their Health and Safety Plans if they have already been submitted to PDE?

ANSWERHealth and Safety Plans must reflect this Order. Understanding the volatility and uncertainty of the COVID-19 virus, plans should be flexible enough to contemplate any future change in conditions.

QUESTION:  Do updated/revised Health and Safety Plans need to be re-approved by local school boards?

ANSWERYes. While the Order must be implemented immediately, plan approval, if necessary, should occur at the next board meeting.

QUESTION:  Do updated/revised Health and Safety Plans need to be resubmitted to PDE?

ANSWERYes. PDE should always have the most recently approved Health and Safety Plans on file for each Local Education Agency (LEA).

QUESTION:  Does the Order apply to athletes and sports activities?

ANSWERYes. Everyone must wear a face covering, such as a mask, unless they fall under an exception listed in Section 3 of the Order. Coaches, athletes and spectators must wear face coverings unless they are outdoors and can consistently maintain social distancing of at least 6 feet. Athletes are not required to wear face coverings while actively engaged in workouts and competition that prevent the wearing of face coverings, but must wear face coverings when on the sidelines, in the dugout, etc. and anytime 6 feet of social distancing is not possible.

QUESTION: Must an individual provide evidence that they qualify for an exception to the Order?

ANSWER: No. Per the Order, students are not required to show documentation that an exception applies.

St. Luke’s Miners Campus recently awarded $1,000 scholarships to five students from their Mentorship Program.

Scholarship winners and their mentors are:
  • Emily Papa, Shenandoah Valley High School – mentored by Kira Johnson, RN
  • Crystal Morales, Shenandoah Valley High School – mentored by Christina Green, RN
  • Cara Lake, Marian Catholic High School – mentored by Rosemarie Lister, MPH
  • Sam Quick, Mahanoy Area High School – mentored by Micah Gursky
  • Hailey Harvilla, Panther Valley High School – mentored by Anne Machalik, RN
St. Luke’s Miners Campus launched a mentorship program this year in which five local high schools selected students interested in pursuing a career in the health field to be paired with a mentor from the hospital. The mentors are encouraged to develop a relationship with the students and talk with them about education and career paths.

This year, the mentorship program was also tied into the St. Luke’s Miners Campus scholarship program. Upon completion of the mentorship, five students of 15 in the program were awarded a $1,000 scholarship based on participation, engagement, feedback from the mentors and a brief essay.

“Congratulations to all our mentorship program students, especially to our five scholarship winners,” says Micah Gursky, director of business development and government relations, St. Luke’s Miners Campus. “Our mentors enjoyed each student who participated in the program and are so pleased to have created valuable experiences and lasting mentorship relationships.”

“It’s our privilege to host and mentor these remarkable students from our local high schools,” says Wendy Lazo, president, St. Luke’s Miners Campus. “This program provides an opportunity for students to gain a ‘behind the scenes’ appreciation of what occurs in health care. We want to establish long-standing relationships with our mentees, provide support to them through their educational journey and hopefully, employ them one day.”

Emily Papa, from Shenandoah Valley High School, mentored by nurse Kira Johnson, is planning on using her St. Luke’s scholarship to attain a Bachelor of Science in Nursing from Penn State Schuylkill. “Receiving the St. Luke’s scholarship is an incredible honor and the mentorship program was an unforgettable experience,” says Emily. “I always felt comfortable and welcome among the nurses and staff, so it was a great environment in which to learn.”

Emily says that the mentorship program not only gave her valuable insight into her career path, but also provided her with lifelong connections that she’s sure will help her along the way. “One day, I hope to work with the wonderful people I’ve met at St. Luke’s,” continues Emily. “The mentorship and scholarship programs have helped me get one step closer to my dream of becoming a registered nurse.”

"Back the Blue" Campaign Shows Support for Schuylkill County Law Enforcement

A campaign in Schuylkill County has allowed the community to show support for Schuylkill County's Law Enforcement.

On June 23rd, 2020, Bri Cuttic of Frackville launched an online campaign on Facebook to raise money to create gift baskets for the 37 Schuylkill County Police Stations, 2 State Police Barraks, Sheriff's Office, and 911 Center.

"We needed to show these police officers, troopers, sheriffs, and dispatchers how much we appreciate them and what they do." said Cuttic.

"If you ever contacted the 911 center and the police responded and helped you, this was our way to give back".

After creating the "Skooks Back the Blue" group on Facebook, Cuttic's following grew within 2 weeks to over 2,000, all looking to help.

With the help of Lisa's Floral Expressions in Pottsville, a drop-off site was setup and the donations began pouring in.

Many companies stepped forward providing snacks and gift certificates to add to the gift baskets.

On Wednesday and Thursday of this week, Cuttic and other volunteers began delivering packages to each of the police departments.

"It's really appreciated and its nice to know that law enforcement has the support of Schuylkill County." said Brandon Alexander, Chief of Police of Mahanoy Township.

"It is greatly appreciated by all the officers of the Frackville Police Department.  It is a difficult time to be in law enforcement.  It is good to know that people still support their local police." said Frackville Borough Police Chief Rick Bell.

The Crossfire Youth Ministry lends a hand to Ashland.

Crossfire Youth Ministry, of Ephrata, which also has a youth center on Market and 12th Street in Ashland, has brought almost three dozen teens to the borough for a cleanup.

Jim Horning, Crossfire's director, brought the teens from the Ephrata and Carlisle areas to help paint and spruce up Oakland Park on Oakland Avenue and to cleanup Centre Street.

All day Wednesday and Thursday, teams worked to repair the ship in Oakland Park and repaint swings, jungle gyms, and fences to help brighten up the park.

Crews also brought landscaping tools to clear brush that had overgrown on the edges of the park.

A separate group began at the top of Centre Street in Ashland and worked on clearing the weeds off of sidewalks.  Borough members told us the group also helped a woman that needed her lawn mowed and cleaned up.

"We used to go to Harrisburg every year for the cleanup, until someone from Ashland approached me about pulling the weeds on Centre Street.  I talked to the borough leaders and they were on board with it." said Horning.

After work is complete at Oakland Park and Centre Street, the group hopes to have time to cleanup and paint the equipment at Willow Park on Friday.

Borough Council Member Patti Wesner said "I am so over whelmed with what these kids have done today. Everything is freshly painted. It was an amazing redo. These kids never stopped they just kept going".

"I am so grateful to have such a wonderful group of teens and adults that are willing to devote their time to making such a difference in our town without asking anything in return. I was part of crossfire as a teen and I am blessed to still be associated with such a wonderful group. Those kids worked tirelessly today without complaint and just didn't stop. We are so proud of all they got accomplished. Really made a difference in our towns appearance." said Kaity Korn, of Borough Council.

Once the work is complete, on Friday, July 10th, 2020 from 3:00pm to 6:00pm, the group will be holding a Community Picnic for everyone at Oakland Park, to see the work done and enjoy some food.

Horning said those that don't feel comfortable around groups of people due to COVID-19, could stop by and they will bring food to your car.

Crossfire Youth Ministry is also working on a project in the 1100 Block of Centre Street in the old A&P supermarket.

The ministry bought the building and is renovating to turn it into a new youth center for the citizens of the community.

Horning said the new center will offer an outdoor playground, inside for children to enjoy all year round, with a half court basketball court, as well as a place for anyone that may need someone to talk to and sit and have a cup of coffee.

Horning said he hopes to see all the community come out Friday afternoon for the community picnic.
