DCNR: Trails to Remain Open at State Parks, Facilities to Remain Closed through April

$

On Monday, Pennsylvania Department of Conservation and Natural Resources (DCNR) Secretary Cindy Adams Dunn announced that all facilities at state parks and forests in Pennsylvania will be closed until April 30 to help slow the spread of the COVID-19 virus.

The public will still be able to access trails, lakes, forests, roads, and parking areas for passive and dispersed recreation, such as hiking.

Dunn noted this includes campgrounds, cabins, and all overnight accommodations. Anyone with reservations in this time period will be contacted, and full refunds will be made.

“During the past week we’ve seen many people hiking trails and heading to the outdoors as a way to get exercise and relieve stress,” Dunn said. “We remind everyone that it’s OK to go outside, but we should still be practicing social distancing to do our part to slow the spread of COVID-19.
A park at Locust Lake is closed and posted

“This means we should spread out for outdoor activities -- if you visit a public place and the parking lot or trailhead is crowded, try another spot, or head back to your neighborhood to take a walk if that’s possible,” Dunn said.

Closed DCNR facilities include:
  • Park and forest offices and visitor centers
  • Restrooms
  • Campgrounds, cabins, and all forms of overnight accommodations
  • All reservable facilities
  • Public programs, events, and trainings are canceled through April 30
The best advice to slow the spread of the coronavirus is to stay home.

If you are looking to be outdoors, stay as close to home as possible including your backyard, neighborhood, or local park or trail unless they are crowded (check first to make sure they are open, as some local parks are closed).

Visitors can help keep state parks and forest lands safe and clean by following these practices:
  • Avoid crowded parking lots and trailheads
  • Use the bathroom before you visit
  • Bring a bag and carry out your trash
  • Clean up after pets
  • Avoid activities that put you at greater risk of injury, as there is limited staff to assist

To help avoid exposure to COVID-19 and still enjoy the outdoors:
  • Don’t hike or recreate in groups -- go with those under the same roof, and adhere to social distancing (stay 6 feet apart)
  • Take hand sanitizer with you and use it regularly
  • Avoid touching your face, eyes, and nose
  • Cover your nose and mouth when coughing and sneezing with a tissue or flexed elbow
If you are sick, stay home!

Pennsylvania has 121 state parks, and 20 forest districts.

PA Corrections Department to Use SCI Retreat as New Commitment, Parole Violator Reception Facility

On Monday, Department of Corrections (DOC) Sec. John Wetzel announced that, on Saturday, March 28, officials will begin the temporary use of the State Correctional Institution (SCI) at Retreat as the reception facility for new male commitments to the DOC and for male parole violators.
"Currently, we have no positive cases of COVID-19 in our state prison inmate population, and we are working to delay the virus entering our system," Wetzel said. "This change in how we receive newly sentenced inmates and parole violators will reduce the number of ways individuals enter our system. With this plan, moving forward, only one facility will be involved, greatly reducing the ways the virus can enter our system."

Following an intake quarantine period at SCI Retreat, the new commitments will be sent to SCI Camp Hill for classification and evaluation.

In preparation for this major change, Wetzel sent a letter today to all county prisons informing them that the DOC is pausing new commitments for several days. He also informed sheriffs through a conference call.

While new commitments and PV returns are delayed, DOC officials will take the opportunity to reduce the inmate population at SCI Retreat by transferring inmates to other state prisons, while leaving a number of inmates to work in dietary and maintenance areas. Officials also are increasing the medical staff and medical supplies at this facility.

Wetzel said the DOC receives approximately 150 new male commitments and parole violator returns statewide each week.

"We are doing all we can to mitigate the impact this virus will have on our system," Wetzel said. "All ideas are being considered."

Wetzel said that the overarching goal is to safely and responsibly reduce the prison system's population while minimizing the risk that new commitments present by localizing their commitment at a site that will be set up to quarantine by commitment cohorts, with staff equipped in personal protective equipment.

Female new commitments will continue to be received at SCIs Muncy and Cambridge Springs. However, moving forward Muncy only will accept new commitments weekly on Tuesday and Thursday.

Additional steps being introduced to reduce the DOC's inmate population include:
Working with the parole board to maximize releases
Reviewing parole detainers for individuals in county jails and state prisons
Expediting the release process for anyone with a pending home plan
Reviewing inmates within the state prison system who are beyond their minimum sentences
Reducing the number of reentrants in halfway houses
Giving each inmate released a medical screening and referring to doctors when appropriate

Wetzel also commended his DOC and parole supervision employees. "It is an honor it is to be in the trenches with the best team in the business," Wetzel said. "They all are doing an incredible job in the midst of impossible circumstances. I am just overwhelmingly grateful."

While county prisons are not under the jurisdiction of the DOC, Wetzel also expressed his gratitude to county corrections staff across the state and also for the sheriffs who transport inmates to the state prison system. "Everyone is doing a great job working together to do whatever is necessary to mitigate the impact COVID-19 has on our systems," he said.

SCAM ALERT: U.S. Attorney Warns of Covid-19 Fraud

On Tuesday, U.S. Attorney David J. Freed of the Middle District of Pennsylvania urged the public to report suspected fraud schemes related to COVID-19 (the Coronavirus) by calling the National Center for Disaster Fraud (NCDF) hotline (1-866-720-5721) or to the NCDF e-mail address disaster@leo.gov.
In coordination with the Department of Justice, Attorney General William Barr has directed U.S. Attorneys to prioritize the investigation and prosecution of Coronavirus fraud schemes. The NCDF Hotline can receive and enter complaints into a centralized system that can be accessed by all U.S. Attorneys, as well as Justice Department litigating and law enforcement components to identify, investigate and prosecute fraud schemes.

“As with any crisis, there are criminals who will try to use the situation to their advantage,” said U.S. Attorney Freed. “All of law enforcement is united to help our fellow citizens during this difficult time. The NCDF Hotline will allow us to get the jump on fraudsters and shut them down as quickly as possible.”

Some examples of these schemes include:

  • Individuals and businesses selling fake cures for COVID-19 online and engaging in other forms of fraud;
  • Phishing emails from entities posing as the World Health Organization or the Centers for Disease Control and Prevention;
  • Malicious websites and apps that appear to share Coronavirus-related information to gain and lock access to your devices until payment is received;
  • Seeking donations fraudulently for illegitimate or non-existent charitable organizations;
  • Medical providers obtaining patient information for COVID-19 testing and then using that information to fraudulently bill for other tests and procedures.
In a memorandum to U.S. Attorneys issued March 19, Deputy Attorney General Jeffrey Rosen also directed each U.S. Attorney to appoint a Coronavirus Fraud Coordinator to serve as the legal counsel for the federal judicial district on matters relating to the Coronavirus, direct the prosecution of Coronavirus-related crimes, and to conduct outreach and awareness activities. The Middle District of Pennsylvania’s Coronavirus Fraud Coordinator is AUSA Phillip Caraballo.

The NCDF can receive and enter complaints into a centralized system that can be accessed by all U.S. Attorneys, as well as Justice Department litigating and law enforcement components to identify, investigate and prosecute fraud schemes. The NCDF coordinates complaints with 16 additional federal law enforcement agencies, as well as state Attorneys General and local authorities.
