Over a Dozen Dogs Removed from Home in Mahanoy City on Monday

Over a dozen dogs were removed from a home on Mahanoy City on Monday.

According to Mahanoy City Police Chief Mark Wiekrykas,  Hillside SPCA responded to a tip, with assistance from police, to 308 West Mahanoy City in the borough for a report of 30 dogs inside the home.

Inside the home, just under 20 dogs, all small in size, all crated were found.

Chief Wiekrykas reported that "despite the number of dogs, the home was in good condition".

The Hillside SPCA was called and the dogs were taken back to the shelter for examination.

"The dogs were in relatively good condition, but needed basic medical attention." said Wiekrykas.

Wiekrykas said that he believes it was a case of someone trying to breed dogs and they became overwhelmed.  The owners also consented to surrendering the dogs.

Mahanoy City Code Enforcement deemed the home unfit for habitation due to there being no water connected to the home and also not having the proper permits.

Charges are pending until the dogs have been examined by a veterinarian.

Man Charged with First Degree Murder for Killing Woman in Hegins Township

A Lancaster man was charged on Tuesday for the killing of a woman in Hegins Township earlier this year.

State Police have charged Robert G. Leonard, 44, of Lancaster in the killing of Terri Lynn Gee, 53, of Ephrata on January 6th at the Rausch Creek Trailriders Campground in Hegins Township.

Leonard was charged with Murder of the First Degree, Murder of the Third Degree, Aggravated Assault, Strangulation, Possession of a Weapon, Simple Assault, and Recklessly Endangering Another Person.

Police say around 8:00am, Sunday, January 6th, 2019, the staff at Rausch Creek Trailriders, Hegins Township, was contacted by Leonard who was staying at the camp.

Leonard was acting in an erratic manner and staff questioned him where his girlfriend was.

Around 10:30am, staff drove to Leonard's camp site and found the victim, Gee, in a Dodge Ram truck lying in the passenger's side seat.

Gee had severe head and neck trauma and was bleeding heavily.

EMS arrived on scene and transported the victim to a waiting helicopter where she was flown to Hershey Medical Center.

After arriving at the hospital, stab wounds were found on the victim and medical staff related some of her injuries were also consistent with strangulation.

Gee died from her injuries on January 9, 2019.

Leonard later told police that he and Gee were smoking meth the night before, but denied any wrongdoing.

The investigation led to police finding security footage of Leonard  walking around carrying a knife.  Blood found on the knife proved to be a DNA match with Gee's.

The United States Attorney’s Office for the Middle District of Pennsylvania announced that Derek Yashinsky, age 29, of Shenandoah, Pennsylvania, was sentenced on June 26, 2019, by Senior U.S. District Court Judge James M. Munley to 28 months’ imprisonment followed by two years on supervised release, for his role in a heroin trafficking conspiracy.

According to United States Attorney David J. Freed, the defendant previously pleaded guilty to conspiracy to distribute more than 100 grams of heroin. Yashinsky admitted to distributing heroin and transporting other drug traffickers to Patterson, New Jersey, and Hazleton to obtain large quantities of heroin on multiple occasions. Yashinsky was involved in transporting and distributing between 400 grams and 700 grams of heroin, which is equivalent to between than 16,000 and 28,000 retail bags of heroin. Yashinsky was one of 11 people charged in the investigation.

The case was investigated by the Federal Bureau of Investigation, the Pennsylvania State Police, and local police in Schuylkill County. Assistant U.S. Attorney Francis P. Sempa prosecuted the case.

This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and make our neighborhoods safer for everyone. The Department of Justice reinvigorated PSN in 2017 as part of the Department’s renewed focus on targeting violent criminals, directing all U.S. Attorney’s Offices to work in partnership with federal, state, local, and tribal law enforcement and the local community to develop effective, locally-based strategies to reduce violent crime.

This case was also brought as part of a district wide initiative to combat the nationwide epidemic regarding the use and distribution of heroin. Led by the United States Attorney’s Office, the Heroin Initiative targets heroin traffickers operating in the Middle District of Pennsylvania and is part of a coordinated effort among federal, state and local law enforcement agencies to locate, apprehend, and prosecute individuals who commit heroin related offenses.

Senator Argall and Senator Yudichak Announce Expansion of Coal Refuse Energy and Reclamation Tax Credit

Senator David G. Argall (R – Schuylkill/Berks) and Senator John Yudichak (D – Luzerne/Carbon) announced today that the Pennsylvania state budget includes a major expansion of the Coal Refuse Energy and Reclamation Tax Credit which will protect over 3,000 energy jobs and continue the successful environmental reclamation work in counties impacted by centuries of coal mining.

The coal refuse industry is Pennsylvania’s private sector partner in producing energy with the environmental benefit of reclaiming over 7,000 acres of abandoned mine land and restoring more than 1,200 miles of polluted streams.

The legacy of coal mining in Pennsylvania persists with over 8,000 acres of abandoned mine lands that contain 220 million tons of coal refuse. The removal of coal refuse piles improves water quality, public health and safety and enables land to be utilized for conservation or economic purposes. It would cost the taxpayers $267 million annually to address the more than 770 coal refuse piles in Pennsylvania without the assistance of the coal refuse industry.

“Pennsylvania must invest with their private sector partners, like the coal refuse industry, to create good energy jobs that help us reclaim lands impacted by the legacy of coal mining which continues to threaten the quality of our land and water,” said Senator John Yudichak.

“The Coal Refuse Energy and Reclamation Tax Credit is a proven economic incentive that has helped set the stage for unprecedented economic growth which has attracted five national companies and created 4,000 new jobs on former abandoned mine land in the South Valley communities of Luzerne County.”

“With the expansion of this tax credit, we can help protect jobs and continue the progress which we have seen over the past few decades,” said Senator Argall. “Growing up, we were surrounded by black mountains of waste coal that polluted our environment. Our children grow up now surrounded by far more green fields and mountains and with the expansion of this tax credit, we hope that our grandchildren and great-grandchildren will experience even more green—rather than brown and gray.”

Under the legislation, the Coal Refuse Energy and Reclamation Tax Credit program will extend the current expiration date of the program from 2026 to 2036 and increases the program’s annual cap from $10 million to $20 million.
