PennDOT Warns Lawmakers that Raiding Funds Jeopardizes Transit, Infrastructure Projects

$
0
0
Secretary of Transportation Leslie S. Richards Friday warned oversight chairs in the House and Senate that a recently unveiled House Republican plan to cut transportation funding from dedicated sources is based on misleading information and would lead to transit services cuts in small and large
systems, and delay or deny assistance to important transportation infrastructure.

“Most of these funds are not available, they are actually contractually obligated for current and pending projects,” Sec. Richards wrote. “This could have been conveyed to House Republicans had the department been contacted prior to the release of this plan.

“Moving $357 million from the Pennsylvania Public Transit Trust Fund would mean a 35 percent reduction in operating subsidies this fiscal year for the state’s 37 fixed route transit agencies. That could translate into more than 30 percent service reductions and fare increases.

“The loss of $120 million from the Multimodal fund will deny much needed assistance to communities, rail freight lines and airports around the state.

Communities have limited resources for transportation improvements and increasingly rely on state funding to fill the gap and meet important needs, such as safety improvements to intersections and safety improvements for pedestrians and bicyclists.”

The letter lays out the impacts of cutting $357 million from the Pennsylvania Public Transit Trust Fund, $120 million from the Multimodal Transportation Fund and $30 million from the Pennsylvania Infrastructure Bank, totaling more than half a billion dollars in funding cuts to infrastructure and transportation in Pennsylvania.

Cuts to transit agencies would be cataclysmic, particularly those located in smaller, more rural areas of the commonwealth, who are reliant upon the state for a majority of their operating subsidies. For example, a 35-percent reduction would translate to:
  • A more than $580,000 reduction for the Indiana County Transit Authority;
  • $1.7 million less for the Area Transportation Authority in the north central region;
  • $2.4 million less for the Central Pennsylvania Transportation Authority (rabbittransit);
  • $2.4 million less for the Red Rose Transit Authority;
  • $3.2 million less for the Berks Area Regional Transportation Authority;
  • $3.4 million less for the Erie Metropolitan Transit Authority; and
  • $6 million less for the Lehigh and Northampton Transportation Authority.
Cuts to the Multimodal Transportation Fund would put in jeopardy projects from across the state which are seeking investment and are aimed at improving safety and connectivity while modernizing infrastructure.

The $30 million in the Pennsylvania Infrastructure Bank supports a variety of local transportation improvements that simply would be unable to proceed without this low-interest-rate loan program. In fact, more than $20 million of this funding is already committed or in the approval process for projects improving community roadways. Examples of projects impacted by cutting this funding include:
  • $500,000 for public street and drainage reconstruction projects in North Manheim Township, Schuylkill County;
  • $26,000 for street improvements in Stillwater Borough, Columbia County; and
  • $263,000 for street and drainage improvements in Beaver Meadows Borough, Carbon County.

Two Injured and One in Custody After Drunk Driver Hits Pedestrians and Flees the Scene

Two were injured early Sunday morning when a drunk driver struck them and then fled the scene.

On Sunday morning around 2:15 AM, Mahanoy City Police received a dispatch from the Schuylkill County Communications Center requesting Police response to the 1100 block of East Mahanoy Street for a reported motor vehicle accident with two struck pedestrians.

When police arrived at the scene they found a Hyundai sedan parked at the intersection of Tenth and East Mahanoy with heavy damage to the front passenger side, along with a crack in the windshield.

The two pedestrians who were struck were found near the vehicle were identified as Rachel Hillman, 19, and a 17 year old.

Two pedestrians reported to police that they were standing next to a jeep talking to friend when the Hyundai sedan traveling west on East Mahanoy at a high rate of speed, struck both of them including the jeep.

The driver of the Hyundai then attempted to drive away but became disabled.  The driver, who smelled of alcohol, then fled the scene after being approached by witnesses.

Two other females, identified as Lori Green and Amanda Mooney were also in the suspect vehicle at the time.

Green and Mooney who emanated a strong odor of alcoholic at first said that they did not know who had been operating the vehicle, but Green then admitted that her brother Francis Green, 33, of Mahanoy City had been driving the vehicle which struck the two pedestrians and then fled the area on foot.

When police arrived at Green's home, at 334 West Centre Street, in attempt to locate the suspect, Green fled out a second floor window onto the roof of the home.

Green was taken into custody after a brief struggle.

After Green was taken into custody he was found with a multi colored glass pipe with burnt residue. He also matched the description given by witnesses at the scene. He also smelled of alcohol and spoke with slurred speech.

Green was taken to an area hospital for testing and later charged with aggravated assault by vehicle while driving under the influence and other drug charges and arraigned by on call Magisterial District Judge Anthony J. Kilker, Shenandoah.

Green was committed to Schuylkill County Prison unable to post $25,000 straight cash bail.

The two pedestrians were taken to Shenandoah where they were flown to area hospitals for their injuries.

Gillingham Charter School Announces Two New High School Programs

Gillingham Charter School is pleased to announce two programs for students that will be offered during the 2017-2018 school year and beyond.

High school students will now have the opportunity to earn credit towards graduation through Driver’s Education and the YES Certificate program.

Gillingham has made a strong commitment to career readiness and will now offer the YES (Your Employability Skills) Northeast Certificate Program, through the Northeast PA Manufacturers and Employers Council. The elective course is geared for juniors and seniors who are ready to make the jump from education to employment directly after graduation. Students in YES will participate in business and plant tours during the year, hear from guest speakers and learn interview, communication and financial management skills. The certificate is recognized by over 500 businesses in Schuylkill, Luzerne, Erie and York Counties across a variety of industries and YES graduates. Penn State University also offers a one time scholarship to YES students who chose to attend their Schuylkill or Hazelton campuses. Gillingham joins 11 other Schuylkill County High Schools to offer the YES program to its students.

“We believe that students should be able to explore the various options available to them after they graduate high school,” said Nicolle Hutchinson, CEO & Director of Education of Gillingham Charter School. “The YES program will show our students the importance of earning a credential after high school graduation.”

Gillingham has partnered with DriversEd.com by eDriving, the worldwide leader in driver training and risk reduction. All high school students can enroll in the online course that teaches the essentials when it comes to driver safety. The class is approved by the Pennsylvania Department of Transportation and provides teens and parents additional support tools, readiness assessments and even an app where parents can monitor how safely their teen is driving after they receive their license. Students will receive course credit towards graduation upon completion and can take practice permit tests through the program to help them ace the real DOT exam when the time comes.

Relative to the Driver’s Education program, Hutchinson added, “Earning a driver’s license is a symbol of freedom for teenagers, and we want to ensure they acquire that freedom in the safest and most responsible way. The course we have selected is one of the highest ranked online driver’s education courses and provides education to a half a million new teenage drivers each year.”

Gillingham was founded on the principal of providing different educational opportunities to the students in Schuylkill County and prides itself on small class sizes that allow for individualized instruction. Both the Driver’s Ed course and the introduction of the YES program will take programs that are only offered in some area schools and ensure that Gillingham students are given the opportunity to succeed by learning in their own unique ways. Gillingham began as a K-9 school, and slowly added higher grades, graduating its first class of seniors in 2015. Since then, the school has taken steps to add programs into the high school curriculum as the needs of the students have evolved.

The Community of Caring Christians Hosts Block Party in St. Clair

On Saturday September 9, 2017 several churches in town of St. Clair set aside their doctrinal differences and hosted a block party for the good of their community.

They call themselves "The Community of Caring Christians" and they feel the outreach to the community displays the love of God.

The pastors of the participating churches take months to plan out a day for their community.

There is no charge and everything that day is free. Activities included a meal, free clothing, activities for children and music.

Children were able to make their own slime, play games and enjoy snow cones.

Later in the afternoon music was provided by Teen Challenge.

If you missed the fun this year that's alright as the pastors and the church's volunteers are already planning for next year.
