Schuylkill County, 1 of 6 Counties to Receive First Set COVID-19 Antigen Test Kits in Pennsylvania

On Wednesday, the Wolf Administration began distributing the first allotment of 250,000 COVID-19 antigen test kits provided by the federal government to Clinical Laboratory Improvement Amendments (CLIA)-certified institutions across Pennsylvania.

Distribution is starting with Bradford, Centre, Lebanon, Montour, Northumberland, Schuylkill and Snyder counties because of the recent high disease incidence rate in these areas.

“Antigen test cards are a timely, quick and easy-to-use tool for communities to receive rapid COVID-19 testing,” Dr. Levine said. “These test kits, provided by the federal government and being distributed to areas in need by the Wolf Administration, will further help communities struggling with the spread of COVID-19. Antigen tests look for pieces of proteins that make up the SARS-CoV-2 virus, the virus that causes COVID-19, and are another tool in our testing toolkit to help quickly identify cases.”

The antigen test detects an antigen on the surface of the SARS-CoV-2 virus while the Polymerase chain reaction (PCR) test detects viral RNA. Both PCR and antigen tests can detect active infection and are considered diagnostic. Antigen tests can be considered for symptomatic individuals (within the first five to seven days of symptom onset depending upon the test) in settings where there is a high probability that the individual or population to be tested is positive.

The department anticipates receiving hundreds of thousands of tests over a number of weeks from the federal government. We will then be providing those kits to counties in need. These test kits are separate from and in addition to the ones being provided by the federal government directly to skilled nursing facilities, personal care homes and historically black colleges and universities.

CLIA-certified sites currently include:
  • Long-Term Care Facilities;
  • Personal care homes and Assisted Living/Intermediate Care facilities;
  • Higher-education institutions;
  • Drug and Alcohol and Behavioral Health treatment centers;
  • State and county correctional facilities;
  • Healthcare providers:
    • Federally Qualified Health Centers;
    • Urgent Care Centers;
    • Pharmacies; and
    • Primary Care doctors.
The targeted populations will be tested at CLIA-certified sites that directly receive these test kits and can provide timely test results and health care advice to individuals being tested.

Targeted populations include:
  • Individuals in congregate care settings;
  • Day care workers or clients;
  • K-12 students and adults who work in K-12 settings;
  • College and university students;
  • Individuals without permanent housing;
  • Food distribution facility employees;
  • Food workers, and
  • First responders.
Today the Secretary of Health also issued an order to laboratories, health care practitioners, health care providers and facilities reinforcing that all antigen test results, both positive and negative, are required to be reported to the Department of Health via its reporting system, PA-NEDSS.

A patient with a positive antigen test result is considered a case and receives a complete case investigation and contact tracing. All entities conducting testing to identify SARS-CoV-2 are required by law to report positive, inconclusive/indeterminate, and negative results to PA-NEDSS within 24 hours. All laboratory reporters must request a PA-NEDSS account if they do not already have one.

Commissioners Table Vote on Updates to Public Comment Policy During Meetings

$

The Schuylkill County Board of Commissioners tabled a vote on Wednesday that would have changed the way the public comments during Commissioner's Meetings.

During a typical Schuylkill County Board of Commissioners meeting and like any other public meeting, the public is allowed to comment twice.

First, at the start of the meeting to make comments on the agenda items being discussed or voted on during the meeting, and second, near the end of the meeting where anyone attending in person or virtually can speak pretty much about anything.

On Tuesday, prior to the meeting scheduled for Wednesday, October 14th, 2020, an agenda item listed under the "Solicitor's Office" section that listed as follows:

"A request to adopt and approved the attached policy regarding the manner by which comments from the public may be made at the workshop sessions and regular board meetings of the Board of County Commissioners".

The policy itself had not changed for public comments for those in person, but it was the addition of virtual attendees that resulted in a public outcry.

While most of the items were similar to those attending in person, it was the addition of public comments being submitted to a clerk and approved a day prior that caused controversy.

Under the proposed policy, if a comment that was submitted was deemed "malicious, slanderous, libelous, defamatory, inappropriate, irrelevant or redundant", that comment would be excluded.

Those attending virtually must also disclose that they are not recording audio or video of the meeting unless they are approved by the chair.

Schuylkill County Clerk of Courts Maria Casey strongly opposed the policy changes.

"You cannot block people's right of free speech", Casey said during the meeting.

Commissioner Gary Hess reportedly opposed the change.

When the item came up to be voted on during Wednesday's Board of Commissioner's meeting, Commissioner Baron Hetherington motioned the vote, which Commissioner George Halcovage seconded, but then motioned to table the item until next week's workshop.

The item will now discussed during next week's Commissioner's Workshop which will take place on Wednesday, October 21sth, 2020 at 10:00am.

Information on attending the meeting virtually will be posted the day prior.

Schuylkill County Officials Release Joint Statement on Impact of COVID-19 in the County Courthouse

$
0
0
On Thursday, the Schuylkill County Commissioners, President Judge Baldwin, and County Administrator Bender released a joint statement on the impact of COVID-19 in the Schuylkill County Courthouse.

--------------------------------------------------------

Several hundred County and Judicial employees work in the County Courthouse or are required by their work assignments to frequent the Courthouse. As with any other similarly sized employer, it is inevitable that we will have employees who contract this highly contagious virus.

That does not mean they were exposed to the virus in the Courthouse.

There is no cluster within WILLIAM E. BALDWIN, PRESIDENT JUDGE CYRUS PALMER DOLBIN, JUDGE JACQUELINE L. RUSSELL, JUDGE CHARLES M. MILLER, JUDGE JAMES P. GOODMAN, JUDGE CHRISTINA E. HALE, JUDGE D. MICHAEL STINE, SENIOR JUDGE the Courthouse.

When we become aware that an employee has tested positive with the virus, we strictly follow CDC guidelines. The employee is instructed by their medical provider to quarantine, and contact tracing is performed by the Human Resources Department. All other employees who have been in close contact with the infected employee will be provided instructions regarding the need to seek medical treatment, to be tested, and to quarantine, as directed by the medical provider.

The CDC has defined close contact as being within six feet of an infected person for 15 minutes or more. That is the definition accepted by the scientific community, and we adhere to it. Merely passing by an infected person does not entail danger unless the infected person is not wearing a mask and coughs or sneezes on the passerby.

Significant safety measures have been put in place to protect our employees and the visitors of the Courthouse. Everyone who enters the Courthouse is subjected to a quick, noninvasive check of his or her temperature upon entering the building. Our security staff who take the temperatures all wear masks. Anyone exhibiting symptoms or refusing to wear a mask is denied entry.

Once inside the Courthouse, employees and visitors are further protected by cleaning protocols adopted to prevent the spread of the virus and by rules imposed by the Court’s Administrative Orders regarding behaviors within the Courthouse.

Courtrooms, offices, restrooms, and common areas are being regularly cleaned.

Movement throughout the Courthouse is being restricted for employees and visitors. Employees are restricted to their offices unless their duties require them to go to another office, and then they must return to their office as soon as those duties are fulfilled. Visitors too must complete their business and depart when finished. Within the offices, protective shields have been erected to safeguard our employees and visitors. Although food and drinks are available in the canteen, no one is permitted to use the tables and chairs formerly available in the canteen area.

Masks are required to be worn in all courtrooms, public meeting rooms, hallways, and other common areas.

Additional precautions have been implemented to protect those called for jury duty.

Jurors do not sit in the jury box nor deliberate in small rooms. The jurors sit in the audience, and only our two largest courtrooms are used for trials so that the jurors may be appropriately social distanced. When it is time to deliberate, everyone but the jurors vacate the courtroom so the jurors may remain socially distanced while they discuss their verdict.

Further, the Court is utilizing video conferencing and Zoom whenever possible for its proceedings to reduce the number of individuals who need to be present in the Courthouse. That technology is also used for all prison inmate procedures, except trials, thereby reducing the need to move an inmate in and out of the prison, and helping to prevent the virus from entering our County jail.

We will promptly inform our employees and the press whenever we become aware of an employee who has tested positive. However, due to privacy rights as guaranteed under HIPAA, we will not identify the employee. Nor will we identify the office where the infected employee works, as that could lead to a HIPAA violation. As previously stated, anyone who has been in close contact with the infected employee will be contacted by the Human Resources Office aspart of the contact tracing process.

Everyone who enters the Courthouse, both employees and visitors alike, should assume that anyone with whom they come in contact could be contagious. By staying behind protective shields that have been erected for our protection, social distancing, wearing masks, and frequently washing hands, all of us can help reduce the spread of the virus.

--------------------------------------------------------

The Court's administrative orders mentioned above were issues on June 11th, 2020 and updated on October 4th, 2020 and October 14th, 2020.

The Court has continued to utilize "Advanced Communication Technologies" or "ACT", but in-person proceedings will still be utilized for judicial proceedings that cannot reasonably be conducted with ACT.

The Court also order that everyone must wear a mask or facial within the courthouse and must have their temperature checked before entering.

On October 5th, 2020, Judge Baldwin extended the judicial emergency in the courthouse until January 4th, 2021.

On October 14th, 2020, Judge Baldwin ordered that all employees when entering the courthouse for the first time on a given day, shall only enter through the Public Entrance, Laurel Street entrance, or the North Entrance from the parking lot.  If no one is available to have that person's temperature checked, they must report to the person manning the public entrance or Sheriff's Office.
