Joint Pennsylvania Senate Committees to Study Medicaid Work Requirements

The Senate Majority Policy Committee and the Senate Health and Human Services Committee will hold a workshop on work requirements for able-bodied, non-elderly Medicaid recipients.

This workshop will take place on Wednesday, June 12, from 9:30 a.m. to 11:00 a.m. in Room 8 EB in the East Wing of the Capitol Complex in Harrisburg.

“Medicaid is one of the most expensive programs in the state and costs are projected to continue to rise,” said Senate Majority Policy chairman David G. Argall (R-Schuylkill/Berks). “Right now we have 486,000 non-disabled, non-elderly Medicaid recipients in Pennsylvania who are not working. We are not trying to drag somebody out of a treatment facility or force great-grandma to work in a coal mine. Rather, our goal is to come together and discuss this issue thoroughly with professionals so that we can come to a meaningful compromise to address this issue.”

Earlier this year, the Governor asked for $12.9 billion for the Department of Human Services, $400 million more than last year. Recently, the Department asked for even more -- hundreds of millions more -- to cover additional costs. Legislation has been introduced in the Senate, based upon the experience of other states, to require some Medicaid recipients to work, seek employment, attend job training programs, or volunteer in their community in order to receive benefits. Work requirements already exist for other public assistance programs, including the Temporary Assistance for Needy Families program and Supplemental Nutrition Assistance Program.

Panelists expected to present expertise at this workshop include Pennsylvania Department of Human Services Secretary Teresa Miller, and representatives from Community Legal Services Inc., the Pennsylvania Health Access Network, the Foundation for Government Accountability, the Commonwealth Foundation and the Pennsylvania Manufacturers’ Association.

LCCC Receives Grant Funding to Expand SHINE After School Program at Shenandoah Valley

Lehigh Carbon Community College’s SHINE after-school program has received 21st Century Community Learning Centers grant funding for 2019-2024 in the amount of $2.6 million.

Programs in Carbon and Schuylkill Counties will receive the funds. The federal funding is administered by the Pennsylvania Department of Education(PDE) via the 21st Century CLC program and was announced by State Senator John Yudichak (D-Luzerne/Carbon).

The LCCC SHINE model is a nationally recognized after-school program operating in school districts in Carbon, Schuylkill and Luzerne counties. The Carbon/Schuylkill SHINE program is administered by Lehigh Carbon Community College. More than a thousand students are involved in the SHINE programs throughout northeastern Pennsylvania.

LCCC will receive $2.6 million as part of Cohort 10 of the grant program and will use the funds to expand the SHINE after-school program in Weatherly School District, Palmerton School District and Shenandoah Valley School District, allowing it to serve an additional 175 students.

“School children in elementary and middle schools as well as high school students in the SHINE Career Academy benefit from a network of academic and social services through SHINE,” says LCCC president Dr. Ann D. Bieber. “The after-school program unifies the schools and the students’ home environment to build a foundation for students to excel. Students in the program show dramatic improvements in homework completion, school attendance, classroom behavior and academic performance.”

Under the 21st CCLC Cohort 10 grant, PDE awarded 74 new grants for a total of $22 million in 21st CCLC grant funds for 2019-24.

“Twenty-first Century Learning Centers grants provide critical investments for communities to expand educational opportunities for students and families,” Education Secretary Pedro A. Rivera said. “This year’s recipients were selected with an emphasis on improving educational equity and expanding the geographic reach of Pennsylvania’s programs. As a result, more students across the state will have access to wellness, literacy, and career and technical education programs, among others.”

Governor's Administration Visits the Tri-Valley School District

On Thursday, Governor’s Office of Broadband Initiatives Acting Executive Director Sheri Collins and Department of Education Deputy Secretary for Commonwealth Libraries Glenn Miller visited Mahantongo Elementary School in the Tri-Valley School District. Collins and Miller discussed how lack of access to high-speed internet hurts students’ ability to learn, and how the bipartisan Restore Pennsylvania proposal will help municipalities close the digital divide.

“Providing access to high-speed internet is the only way to position our communities for success,” said Collins. “The digital divide has been a long-standing issue in rural Pennsylvania, and it is past time to act. Broadband is not a luxury anymore – it’s a necessity for our students get the best education possible. Restore Pennsylvania is a bold and innovative way to jumpstart the economy and move our rural school districts forward.”

Restore Pennsylvania, the $4.5 billion bipartisan proposal funded through a commonsense severance tax will provide funding to completely bridge the digital divide in every community in Pennsylvania. Funding will be available to support installation of infrastructure to bring high speed internet to every corner of the commonwealth.

Nearly a million Pennsylvanians today lack access to robust, reliable, high-speed internet. The problem is exacerbated in rural areas like Klingerstown where Mahantongo Elementary School is located. Modern teaching methods often require access to high-speed internet, but without abundant broadband access, those methods often cannot be used by teachers. Due to the cost of broadband infrastructure, local municipalities cannot fund the purchase and installation of that infrastructure themselves. If passed into law, Restore Pennsylvania will support every phase of the process from feasibility testing to connection at a level far beyond any existing funding mechanisms.

“I view the Restore Pennsylvania initiative as critical to the future of communities such as Tri-Valley,” said Dr. Mark D. Snyder, Tri-Valley School District superintendent. “While we have numerous infrastructure needs, the goal of expanding broadband access in rural areas is notable. Families who lack reliable, high-speed internet do not have access to digital services that most people rely on, resources that are essential to education, community connectivity, agriculture, telemedicine, and overall quality of life.”

Restore Pennsylvania is a statewide plan to aggressively address the commonwealth's vital infrastructure needs. Funded through a commonsense severance tax, Restore Pennsylvania is the only plan that will help make Pennsylvania a leader in the 21st century.

With “Pomp and Circumstance”, the Class of 2019 of the Joseph F. McCloskey School of Nursing at Lehigh Valley Health Network became graduates.
The students, their instructors, leaders from LVH–Schuylkill and the health network joined with representatives from Penn State Schuylkill to celebrate the 122nd graduation ceremony held in the Morgan Auditorium at Penn State’s campus in Schuylkill Haven on Thursday, June 6.

Twenty-four graduates from Schuylkill and neighboring counties celebrated this phase of their educational journey.

Attendees were greeted with a video which played prior to ceremonies. The presentation, which highlighted the Class’s educational journey and those who helped them along the way, was created by graduate Marissa Klinger.

“Our graduates have made an impact throughout the state, the nation, and the world – practicing in every nursing setting imaginable, including service to our country in WWI, WWII, Korea, Vietnam and the global war on terrorism,” says Lynne Hausman, MSN, RN, CNE, Director of the School. “These graduates have an impressive tradition to follow and uphold.”
