Senate Approves Bill to Reform How the Lieutenant Governor is Elected

On Monday, with a vote of 46 to 2, the Senate passed bipartisan legislation to amend the state constitution to change how the lieutenant governor is selected in Pennsylvania.

Senate Bill 133 amends the state’s constitution to permit candidates for governor to choose their lieutenant governor candidate after the primary election – a process that mirrors how presidential candidates currently select their vice presidential running mates.

“In the past, we have seen a leadership team separate into two warring factions that spent weeks not talking to one another,” said Senator David G. Argall (R-Schuylkill/Berks), the primary sponsor of the bill. “If we want to succeed in Pennsylvania, then the Commonwealth’s top two executive officials need to see eye-to-eye on the issues and not get districted by petty rivalries.”

The bill now moves to the House of Representatives. If approved by that chamber, it will again be voted on by both chambers during the 2021-2022 Legislative Session. In Pennsylvania, constitutional amendments such as Senate Bill 133 must be approved during two consecutive sessions of the General Assembly before they are finally approved by the voters.

St. Ambrose to Close at End of School Year

Faced with steadily declining enrollment, and causing a heavy financial burden on the parish that operates it, St. Ambrose Elementary School in Schuylkill Haven will close at the end of this school year.

Students will be invited to attend any of our regional Catholic schools next year, and families who transfer their children will receive Diocesan grants over the next two years to defray the cost of tuition.

St. Ambrose School has 53 students this year, spread across nine grade levels. That’s less than half the enrollment the school had just five years ago.

The St. Ambrose sixth grade has two students, and its seventh grade has only one student. Other grade levels have a handful of students each. This low number of students has caused the parish to consider how best to serve its families. Enrollment was expected to drop even further for next school year.

Meanwhile, because tuition revenues fall significantly short of paying for operating costs, the school was creating an increasing financial challenge for St. Ambrose Parish. The parish finance council determined that it would have to provide an excessive amount in parish money next year to operate the school. This money comes from weekly collections from parishioners.

“It is extremely sad that so many different convergent realities mean our parish elementary school can no longer be sustained,” said Monsignor. Edward Zemanik, pastor of St. Ambrose. “I encourage all parents to prayerfully consider enrolling in one of our regional Catholic schools to continue the Catholic education for their children.”

Parents were notified of the parish’s decision Friday, in an email from Monsignor Zemanik.

Catholic Education Continuation Grants, for those parents who transfer their children to another Catholic School of the Diocese of Allentown, will be $1,000 per student for the 2019-2020 school year and $500 per student for the 2020-2021 school year.

Assumption B.V.M. School in Pottsville will be holding an informational open house for St. Ambrose parents on Thursday, May 2, 2019 from 4 to 7 PM.

The parish’s decision to close the school is not related to the recent announcement by the Diocese of Allentown about an Independent Reconciliation and Compensation Fund for victims of clergy abuse. No parish or school money will be used to fund that program.

A Shenandoah woman is facing charges after making an alleged false report to police and then resisting police while being taken into custody.

According to Shenandoah Police, On April 25, 2019 around 3:30pm, a dispatch was received to West Coal Street for an alleged assault.

The caller, Kritza Lugo Santiago, 31, of Shenandoah, called the 911 emergency line. When she was asked what the emergency was and she stated she was just assaulted by a person who she identified.

Prior to being dispatched, Police had already realized Lugo Santiago had provided a false date of birth during a previous incident.  Lugo Santiago was also wanted on a criminal warrant in Lehigh County and Schuylkill County.

When police arrived at the home of Lugo Santiago, they found her son on the front porch.  When asked if the assault suspect was at the home or had just left, her son said "no".

Lugo Santiago then told police that the suspect had threatened to assault them on messenger.  Police asked to see the messages, but then told police she already deleted them.

When asked for her information again, Lugo Santiago provided a false date of birth.

The warrant for Lugo Santiago was then confirmed and police told her that she was being arrested and taken into custody.

As police walked with her outside the home, she attempted to push police into the door jam.  On hte front porch, Police then advised her to put her hands behind her back to be handcuffed, where she then pulled away and continued to resist.

As police took her into custody and she continued to resist, a metal marijuana grinder, and a ziploc bag containing marijuana fell from her blouse.

As the altercation took place, Lugo Santiago asked her 10 year old son to pick up the items and throw them.

Backup arrived at this time and Lugo Santiago continued resisting as she was taken into custody.  While in the patrol vehicle, she continued yelling to her son giving him instructions to pick up the items that she dropped.  The child gave the items to police.

Later that night, police questions the original "assault suspect" and learned that he had left the scene to file a PFA against Lugo Santiago.  When asked about messaging threats to her, he said he did not.  Police confirmed that none of the messages he had sent her threatening.

Lugo Santiago was taken into custody and later arraigned on the charges of false alarms to agencies of public safety, corruption of minors, endangering the welfare of a child, resisting arrest, false reports to law enforcement authorities, tampering with or fabricate physical evidence, possession of a small amount of marijuana, possession of drug paraphernalia, , and disorderly conduct.

Lugo Santiago was arraigned by Magisterial District Judge Kilker on April 26, 2019 with Monetary bail was set at $25,000.

Attorney General Announces Arrests in Credit Card Fraud Scheme; Transactions Reported in Schuylkill County

$

Attorney General Josh Shapiro announced on Monday the arrests of seven individuals in Dauphin County for orchestrating a widespread credit card fraud scheme that defrauded individuals out of more than $100,000.

The fraudulent charges were made in counties across Pennsylvania and the victims reside in states across the country. The charges are a result of a Statewide Grand Jury investigation.

The Grand Jury found that the scheme was operated by two different groups—one led by Rahsean Jackson and one led by Jaleel Geddes-Kelly. Both groups used Capital One credit cards associated with actual Capital One customers whose identities and credit card information had been stolen. The cards had the names of the scammers on them, but the information contained in the magnetic strip belonged to the victims. The defendants, who were referred to as “swipers,” would swipe the credit cards in order to bypass the security of the cards’ chips. The swipers made unauthorized purchases of Visa gift cards at supermarkets across Pennsylvania. The gift cards were often then turned into money orders.

“The Office of Attorney General’s Criminal Prosecutions Section has successfully shut down a corrupt organization that was stealing the identities of individuals across the country and defrauding victims, including many seniors,” said Attorney General Josh Shapiro. “I’m grateful for the hard work of the Statewide Investigating Grand Jury, the Pennsylvania State Police, and Office of Attorney General agents to hold these scammers accountable and achieve justice for their victims.”

The Jackson group used the stolen cards to make unauthorized purchases in the amount of $31,899.91 at GIANT food stores and $29,794.99 at Weis Markets, for a total of $61,694.90. The actual card owners were from Pennsylvania, Connecticut, Ohio, Oklahoma, Illinois, North Carolina, New Jersey, Virginia, Maryland, Colorado, Kansas, Washington DC, Texas, Iowa, Massachusetts, and California. Many of the victims were over 60 years of age. One of the victims was a 74-year-old individual whose credit card was used to make $4,567.71 in purchases in one day.

The Geddes-Kelly group made transactions only at GIANT food stores in the amount of $53,198.32. Once again, the credit information belonged to Capital One customers in not only Pennsylvania, but also Arizona, Maine, Idaho, New York, Ohio, Delaware, Illinois, Florida, Connecticut, New Jersey, and Colorado. As with the first group, many of the victims were over 60, with several in their 70s, the eldest being 87 years of age.

The transactions occurred in Berks, Bucks, Carbon, Centre, Columbia, Cumberland, Dauphin, Lancaster, Lebanon, Lehigh, Luzerne, Lycoming, Monroe, Montgomery, Montour, Mifflin, Northampton, Northumberland, Schuylkill, Snyder, Union, and York Counties.

The charges include Corrupt Organizations, Dealing in Proceeds of Unlawful Activity, and Identity Theft, among related charges. The case is being prosecuted by Deputy Attorney General Megan Madaffari. Those charged include:

Jackson Group
  • Rashean Jackson, 41, of Bronx, NY
  • Jessica Walter, 36, of Berwick, PA
  • Sabrina Jackson-Creel, 24, of Reading, PA
Geddes-Kelly Group
  • Jaleel Geddes-Kelly, 40, of Cambria Heights, NY
  • Joselito Joseph, 40, of Valley Stream, NY
  • Tammy Gibson, 42, of Wilkes Barre, PA

Senator Argall announced Wednesday that 5 Schuylkill County School Districts and the County Commissioners have received grants.

School safety grants were awarded today to nine school districts in Schuylkill and Berks Counties, according to Senator David G. Argall (R-29).
School districts that were awarded grants include:

• Conrad Weiser Area School District ($46,300)
• Fleetwood Area School District ($23,222)
• Schuylkill Valley School District ($88,500)
• Hazelton Area School District ($57,069)

• Shenandoah Valley School District ($38,000)

• Williams Valley School District ($225,000)

The School Safety and Security Committee within the Pennsylvania Commission on Crime and Delinquency (PCCD) awarded the grants as part of the School Safety and Security Grant Program, which was created by lawmakers in 2018.

“We have an obligation, a duty to protect our children, educators and staff in the classroom,” Argall said. “I chaired ten public roundtable discussion last year with state officials, safety experts, concerned citizens and school officials to discuss the best ways to protect our schools. School districts can now use this grant money to protect their schools in a way that is individualized to their needs”.

Eligible uses for the grants include hiring school security officers, purchasing security-related technology, completing safety and security assessments, implementing violence prevention curricula, offering counseling services for students, and creating other programs to protect students.

A total of approximately $40 million was awarded for 234 projects throughout the state in the current round of funding. In total, the School Safety and Security Grant Program will provide $52.5 million in school safety grants and $7.5 million in community violence prevention grants in the current Fiscal Year.

Every school district in the state that submitted an application was awarded a $25,000 grant last October to improve school safety. The grants announced today were awarded on a competitive basis to schools that were seeking additional funding beyond the original grant.

PCCD received a total of 638 applications totaling $177.6 million for school safety projects in the current Fiscal Year.

A total of $7.5 million in grants were also awarded for community violence prevention initiatives.

Local recipients include:

- Olivet Boys & Girls Club of Reading & Berks County ($350,594)
 - The Schuylkill County Commissioners ($293,085)
