Rush Township Police Department to Participate in Teen Seat Belt Enforcement

On Friday, the Rush Township Police Department announced seat belt enforcement activities as part of a statewide Teen Seat Belt Enforcement Mobilization, from October 22 through November 3 to complement National Teen Driver Safety Week.

The enforcement activities will be conducted at Marian Catholic High School, on State Routes 54 and 309, and other roadways in Rush Township.

The enforcement, coupled with educational outreach efforts, aims to increase Teen Seat Belt use and raise awareness of the state’s primary law stating all vehicle occupants under 18 years old must wear a seat belt. Drivers and front-seat passengers over 18 years old who are cited for another traffic violation will receive a second ticket if they’re unbuckled.

Joseph Anthony Cress Jr., 53, Girardville, passed away at his home on Tuesday.

Born in Ashland, he was a son of Elizabeth Banning Cress, Girardville and her late husband Joseph Cress Sr.

Joe was a member of the former St. Joseph’s Catholic Church, Girardville, now St. Charles Borromeo Parish.

Joe was a US Army Veteran having served in the First Cavalry Division. He enjoyed reading and was a big Pittsburgh Steelers fan.

Joe was preceded in death by his father Joseph Sr. and his two brothers John and James Cress.

In addition to his mother Elizabeth, he is survived by his two daughters: Ashley and Michelle; his granddaughter Aleigha; his siblings: Elizabeth and her husband Keith Johnston, David and his wife Ann Cress, Leo Cress, Daniel and his wife Mickey Cress, Kathy and her husband Steve Toth, Thomas and his wife Tish Cress, Brian and his wife Stephanie Cress, Robert and his wife Ann Cress, Ann and her husband Michael Soucheck; sister-in-law Mary Catherine Cress; numerous nieces, nephews, aunts, uncles and cousins.

Memorial service and burial will be private at the convenience of the family.

In lieu of flowers contributions can be made, in Joseph’s name, to the Ashland Public Library at 1229 Centre Street Ashland, PA 17921

Silberline Manufacturing in Tamaqua To Expand and Create Jobs

Governor Tom Wolf announced Wednesday that Silberline Manufacturing Co., Inc., a manufacturer of special effect aluminum pigments, will expand its presence in Tamaqua, Schuylkill County, adding new jobs to its Pennsylvania workforce.

“This project will help keep a more than 60-year employer in Schuylkill County modern and competitive in today’s economy,” said Governor Wolf. “My administration is proud to support longtime Pennsylvania companies like Silberline.”

Silberline is undergoing an expansion of its production capabilities to produce pigments compatible with water-borne coating systems, which regulators consider to be more environmentally friendly. Silberline’s multi-million dollar investment will support the construction of a new 22,000 square foot manufacturing facility along with the purchase of new manufacturing equipment. The company will add eight new staff members within three years. When the project is complete, Silberline will be one of the biggest water-borne compatible aluminum pigment manufacturer in North America.

“Silberline is proud to announce the investment in our North American operations to create more environmentally preferred products for our customers. Our enhanced global footprint will allow us to offer more solutions to our customers’ needs for sustainable methods such as water-borne technology while also doing what’s best for our community and the planet,” said Gary Karnish, Chief Executive Officer of Silberline.

Silberline received a funding proposal from the Department of Community and Economic Development for a $100,000 Pennsylvania First grant and encouraged to apply for up to $2.25 million in Pennsylvania Industrial Development Authority loans. The project was coordinated by the Governor’s Action Team, an experienced group of economic development professionals who report directly to the governor and work with businesses that are considering locating or expanding in Pennsylvania.

Man Leads Police in Chase with Excavator

A man is locked up in Schuylkill County Prison after leading police in a short and slow chase with a stolen excavator.

According to the State Police at Frackville, a mini excavator was reported stolen from the Kevin E. Raker Construction Company on September 28, 2018.

Later, on October 1, 2018, the mini excavator was seen in the area of Ridge Road in East Brunswick Township.

As State Troopers responded, they found the mini excavator heading northbound on Ridge Road being driven by Barron Belsak, 45, of New Ringgold.

Belsak failed to pull over after Troopers activated their emergency lights.

A slow chase continued until other State Troopers arrived and the excavator made contact with another State Police Patrol Vehicle.

No injuries were reported.

Belsak was charged with aggravated assault, criminal mischief, receiving stolen property, recklessly endangering another person, institutional vandalism and fleeing or attempting to elude police.

Belsak was arraigned before Magisterial District Judge James Reiley and locked in Schuylkill County Prison on $75,000 straight cash bail.

Belsak's preliminary hearing was held on October 15, 2018 where his charges were "Waived for Court".

Inmate at FCI Schuylkill Indicted for Possession of Weapon

An inmate at FCI Schuylkill has been indicted for possession of a weapon.

On Wednesday, the United States Attorney’s Office for the Middle District of Pennsylvania announced that Peter Mastin,  26, an inmate at the Federal Correctional Institute at Schuylkill, near Minersville was indicted by a federal grand jury for possession of a weapon.

According to United States Attorney David J. Freed, the indictment alleges that on June 24, 2018, Mastin possessed a seven-inch metal weapon sharpened to a point, commonly known as a “shank.”

The case was investigated by the Federal Bureau of Prisons and the Federal Bureau of Investigations (FBI). Assistant U.S. Attorney Jenny P. Roberts is prosecuting the case.

Indictments and Criminal Informations are only allegations. All persons charged are presumed to be innocent unless and until found guilty in court.

A sentence following a finding of guilt is imposed by the Judge after consideration of the applicable federal sentencing statutes and the Federal Sentencing Guidelines.

The maximum penalty under federal law for this offense is 5 years of imprisonment, a term of supervised release following imprisonment, and a fine. Under the Federal Sentencing Guidelines, the Judge is also required to consider and weigh a number of factors, including the nature, circumstances and seriousness of the offense; the history and characteristics of the defendant; and the need to punish the defendant, protect the public and provide for the defendant's educational, vocational and medical needs. For these reasons, the statutory maximum penalty for the offense is not an accurate indicator of the potential sentence for a specific defendant.

Police Searching Wooded Area near Tamaqua for Missing Teen

Mahanoy Township Police along with others are searching a wooded area near Tamaqua for a missing teen Wednesday afternoon.

According to Mahanoy Township Police Chief Brandon Alexander, Vincent Golinski, a teen from Mahanoy Township was reported missing earlier this week.

Early reports were he was in the Tamaqua Area.

Alexander reports that the Mahanoy Township Police Department along with multiple search dogs, search and rescue teams, and drones are searching the woods in an area near the Tamaqua High School as well as an area off of East Elm Street for Golinski. 

Golinski was reported to have been seen walking into a wooded area near Lehigh Anthracite Coal Company earlier as well.

Wanted Man Facing Charges After Assaulting Police Officer

A man that was already wanted by police is now facing additional charges for assaulting a police officer during his arrest.

According to Mahanoy City Police, around 8:15am, Wednesday, they received a call for a welfare check at 637 East Centre Street.  Before arriving, police received a 2nd call that Isaiah Aviles, 22, of Mahanoy City had locked a woman outside of the home.  Police were aware that Aviles had an active warrant for his arrest.

When Corporal Charles Kovalewski arrived, Aviles answered the door.  While being handcuffed, Aviles began fighting with Kovalewski.  After being warned, Kovalewski deployed his taser which did little effect and Aviles began punching the officer and attempting to grab the taser.

A struggle ensued until Pennsylvania State Police, Rush Township, and West Mahanoy Township Police arrived to assist and Aviles was handcuffed and taken into custody.

Along with the warrant, Aviles now faces charges of assaulting a law enforcement officer, resisting arrest, and disarming a law enforcement officer,

Aviles was arraigned before Magisterial District Judge Anthony J. Kilker and locked up in Schuylkill County Prison on $50,000 straight cash bail for Wednesday's charges.

Two Uninjured After Crash in Ashland Wednesday Evening

A male and female were uninjured after a crash in Ashland late Wednesday.

The crash occurred around 9:15pm, Wednesday at the intersection of Memorial Boulevard and Centre Street in Ashland.

Early assessment at the scene was the vehicle was travelling towards Ashland from Centralia and failed to stop at the intersection. The vehicle travelled through a guard rail, through the former Snyder's Parking Lot, and came to a stop along 21st Street .

The male, who was the passenger in the vehicle, was treated at the scene while the female, the driver, was taken to an area hospital for evaluation.  Both had exited the vehicle prior to responders arriving.

Responding to the scene were the American Hose Company, Washington Rescue, and Washington Ambulance.

Oakland Auto assisted at the scene with towing.

The Pennsylvania State Police is investigating.













Man Taken to Hospital After Ryan Township Crash

A Mahanoy City man was taken to the hospital after a crash in Ryan Township on Wednesday morning.


According to the Pennsylvania State Police at Frackville, the crash occurred around 7:30am on Barnesville Drive.

Police say Leonard Kurpell, 79, of Mahanoy City was travelling eastbound on Route 54 (Barnesville Drive) when he failed to recognize cars were stopped for a school bus.

Kurpell swerved to the right, driving part way up a roadside embankment, crossed a driveway at 873 Barnesville Drive, before striking a stone retaining wall next to the driveway.

The vehicle came to a rest after striking the rear tires of a tractor trailer that was also stopped for the school bus.

According to the police report, Kurpell was not injured in the crash but was taken to an area hospital by Ryan Township Ambulance after complaining of chest pains.

Kurpell's vehicle was severely damaged and was towed from the scene.

The tractor trailer did not sustain any damage other than a scuffed tire.

Assisting at the scene were the Ryan Township Fire and Hometown Fire Companies.

James “Jim” R. Gallagher, age 76, went to be with his Lord and Savior on Wednesday, September 26, 2018 in San Antonio, TX. Jim was born on December 7, 1941, to James and Sally Gallagher. He was raised in Centralia, PA in the heart of the coal regions and met the love of his life, Darlene, his senior year at Ashland High School. He received a scholarship from Susquehanna University where he earned a Bachelors of Science in Math followed by a Masters of Science from Stevens Institute of Technology in 1967. In 1962, Jim and Darlene started their life together and moved to New Jersey where he worked at Bell Labs as a computer programmer. His work life journey continued on to RCA, Memorex, Social Security Administration, and Datapoint which finally brought him and his family to San Antonio, Texas. In 1983, Jim joined TRW as the Program Manager for the Air Force Logistics Command program to modernize their computerized information systems for the 1990s. As the Director of Systems Integrations, he led large LAN installations as well as Operations and Maintenance of these systems until 1996. Afterwards, he led the initial Cyber Security design and deployment for the Air Force CITS Program and cyber support for the Department of Homeland Security at their first headquarters. While TRW was purchased by Northrop Grumman in 2003, Jim maintained the ethics, morale, and employee focus instilled by TRW until his retirement in 2007.

Jim and his wife, Darlene, were charter members of Abiding Presence Lutheran Church. Throughout their 38 years of membership, they supported the church in many ways, giving of their time and talents. Jim was the first lay president of the congregation, headed up capital campaigns, and served on the building committee for the first building and subsequent builds. Both Jim and Darlene laid the foundation for making APLC a place of grace. He was preceded in death by, his parents and his beloved wife of 52 years, Darlene Gallagher. He is survived by his sons, James R. Gallagher II; Jeffrey Gallagher and wife Laura; and Kevin Gallagher and wife Cindy; grandchildren, Sean, Evan, Megan, Jamie, Jack, and Ryann. The memorial service will be held at 10:00 A.M. December 15, 2018 at Good Shepherd Lutheran Church in Ashland, PA. Rev. Dana Heckman-Biel officiating. Memorial donations may be made to the American Cancer Society, Wounded Warriors Project, or Samaritan’s Purse.

William W. Pecina, 89, of Minersville, passed away on Monday in his home surrounded by his family.

Born in Minersville, he was a son of the late Lawrence and Stella Trzebinski Pecina. He attended Minersville schools, and worked as a welder for Envirotech Corporation and General Electric, Lebanon, Pa. until his retirement in 1993. He was an Army veteran of the Korean War, having proudly served with the Military Police Corps as a Corporal at Aberdeen Proving Grounds, Maryland.

He was a member of the former St. Francis of Assisi Church, Minersville and was a current member of St. Michael the Archangel Church, Minersville.

He was a lifelong Penn State and Philadelphia Eagles football fan. A self-taught car mechanic and NASCAR racing fan, he enjoyed working with race teams on their cars at the Black Diamond Raceway, and on his own cars, including his beloved 1953 Buick Roadmaster. He was also an avid woodworker, and could build or fix just about anything around the house and for his family and friends.

Preceding him in death were six siblings, Cecelia Namovage, Josephine Peyus, Joseph, John, Eddie and Helen Pecina.

He is survived by his wife of 63 years, the former Genevieve Stefanavage; a daughter, Cindi Machuzick (spouse, John), San Clemente, California; grandson Mark Machuzick, Washington, DC; a stepson, Gerald Neveras, Minersville; and granddaughter Jessica Colasanto (spouse, Rob), British Columbia, Canada.

Relatives and friends may call at Dutcavich Funeral Home, 200 Sunbury Street, Minersville, on Tuesday from 8:45 A.M. to 9:30 A.M. Mass of Christian Burial will be celebrated at St. Michael the Archangel Church, 541 Sunbury Street, Minersville, on Tuesday at 10:00 A.M. Interment with military honors will be in Indiantown Gap National Cemetery, East Hanover Township.

Ashland Police Chief to Retire; Borough Advertising Available Chief Position

Ashland Borough Council Meeting Notes from the October Monthly Meeting held on October 10, 2018.

During Ashland Borough Council Meeting on October 10, 2018, Ashland Police Chief officially announced his retired from the force effective November 9, 2018.  

Council also approved the advertising of the Police Chief position being open.  (Official Meeting Notes Below)

The minutes were approved from the previous meeting.

Officer reports and bills and transfers were also approved.

Under business:
A Certificate Of Disclosure Ordinance was approved.  The context the ordinance read as follows:
AN ORDINANCE OF THE BOROUGH OF ASHLAND REQUIRING A
CERTIFICATE OF DISCLOSURE PRIOR TO ALL SALES OF REAL ESTATE
WITHIN THE BOROUGH WHICH WILL PREVENT OWNERS FROM SELLING
PROPERTIES THAT ARE IN VIOLATION OF HOUSING, BUILDING, SAFETY,
PLUMBING, ELECTRICAL AND FIRE ORDINANCES AND REGULATIONS
WITHOUT REVEALING SAID VIOLATIONS TO PROSPECTIVE BUYERS.
A Tax Anticipation Loan was approved through M&T Bank for $100,000.

A Letter from Police Chief O’Hearn on his retirement was accepted.  Chief O'Hearn will officially retire on November 9, 2018.  A payment of 30 vacation days was also approved for O'Hearn.

A motion was made and approved for Resolution 2018-10-1 - State Pension Aid.  The resolution announced that the borough had receive $56,212.60 from the Commonwealth of Pennsylvania for the Municipal Pension Plans.  The funds were deposited with the Police Pension Plan Trustee, the Manufacturers & Traders Trust Co,  against Municipal Uniform Pension Costs.

A motion was made and approved for Resolution 2018-10-2 - Police Pension Contributions.  The resolution reduces the Ashland Borough Police Department pension contribution rate to two percent for Officer Mark O'Hearn and five percent for any Officers hired after January 1, 2015, as per contract.  Vesting of the Police Pension Fund is permitted after 12 years of continuous service and before the age of 55.

The Allocation of State Fireman Relief Funds of $9,928.68 divided between the two relief associations was motioned and approved.

The Little League Field Improvements, Contract 4 Change Order #2 was motioned and approved.

Council made a motion and approved an Acknowledgment and Consent regarding Pro-Max Fence Systems Inc. changing name to Pro-Max Fence Systems LLC.

Under other Business, due to Chief O'Hearn's retirement announcement, the council motioned and approved permission to advertise for a full-time for Police Chief.

Missing Teen from Mahanoy Township Found Safe in Tamaqua

A teen that was reported missing from Mahanoy Township was found safe late Thursday.

On Monday, Mahanoy Township police began searching for a teen that was reported missing.

Their investigation led to the Tamaqua area
where the teen was spotted early Wednesday.

All previous searches found nothing.

According to Mahanoy Township Police Chief Brandon Alexander, police agencies from Mahanoy Township, Tamaqua, Coaldale, and Rush Township responded to a tip late Thursday that the teen was hiding in a home in Tamaqua.

Police conducted a search of the home around 9:30pm and found the teen hiding in attic but was found safe.

This story is still developing and more information with be available Friday.

North Schuylkill Board of Directors Meeting Notes - 10/17/18

North Schuylkill Board of Directors Meeting Notes from October 17, 2018

The meeting began at 7:00pm with the Pledge of Allegiance and Roll Call.

All Board Members were present.

The board held an executive session in regards to litigation.  The board returned at 7:35pm

No members of the public spoke in regards to the meetings agenda.

Board President Hepler recognized High School Principal Ken Roseberry on his recent induction to the Cedar Cliff Sports Hall of Fame as well as Board Member Douglas Gressens on his recent induction into the Jerry Wolman Northern Anthracite Chapter of Pennsylvania Sports Hall of Fame.

The minutes from the previous meetings were approved.

A motion was requested and approved for the financial reports and check registers.

A motion was requested and approved to authorize the annual donation to the Public Libraries as follows:
 - Ashland Public Library - $5,740.00
 - Frackville Public Library  - $6,580.00
 - Ringtown Area Library - $1 ,680.00

A motion was requested and approved the Eric J. Meyer Scholarship Resolution as presented to the Board.

A motion was requested and approved to authorize the Business Manager to open a CD with Mid Penn Bank for $350,000.00 at 1.75% for six months, retroactive to September 21, 2018.

A motion was requested to approve the sale of the following property that has been placed in the "repository for unsold properties" and an offer received:
 - 38-07-0092.000 - Ashland Borough - $250.00

A role call vote was held and all board members voted "No". The motion failed.

All requests for use of the District's Facilities were approved.

A motion was requested and approved for the proposal from Caretti Restoration and Preservation Services, LLC, Berwick, PA, for resetting and capping displaced precast copings at NSE at a cost of $10,850.00, as presented to the Board.

A motion was requested and approved , upon receipt of all appropriate documentation, Ralph DeFrain as Director of Buildings and Grounds effective when released from current position and pending a written satisfactory evaluation after a six-month probationary period at a salary of $58,500.00 (pro-rated).

A motion was requested and approved the supervision of Jamie Damiter by Sadie Hart twice a month in the classroom working with students
as part of Ms. Damiter's requirements for her Board Certified Behavior Analyst Certification.

A motion was requested and approved to accept the resignation of Shawn Gibbons, Secondary Health and Physical Education Teacher, effective immediately.

A motion was requested and approved to accept the resignation of Lonnie Carl, Maintenance Worker, effective September 30, 2018.

A motion was requested and approved , upon receipt of all appropriate documentation, the employment of Heather McGraw as a Full-Time Secretary at a rate of $15.00 per hour, pending a written satisfactory evaluation after a 60-day probationary period, effective October 18, 2018.

A motion was requested and approved a medical leave of absence for Jessica Harris, Part-Time Custodian effective on or about October 23, 2018 until on or about December 4, 2018. She will use all available sick and personal days before being on unpaid leave.

A motion was requested and approved the transfer of assignment for Krista McCabe from Part-Time Cafeteria to Part-Time Special Education Aide effective October 22, 2018, pending a written satisfactory evaluation after a one-month probationary period at the rate of $9.75 per hour.

A motion was requested and approved, upon receipt of all appropriate documentation, the employment of Michelle Walnock as a Part-Time Special Education Aide at a rate of $9.75 per hour, pending a written satisfactory evaluation after a 60-day probationary period, effective October 22, 2018.

A motion was requested and approved a field trip request to The Whitaker Center, Harrisburg, PA, from Kelly Boyer, Science Teacher for Human Physiology and AP Biology Students, Teachers and Chaperones.

A motion was requested and approved the revised North Schuylkill School District Dual Credit Flyer.

A motion was requested and approved, upon receipt of all appropriate documentation, Michael Anthony, as Assistant Boys Basketball Coach for the 2018-2019 Winter Season at a salary of $1,700.00.

A motion was requested and approved, upon receipt of all appropriate documentation, Kieran Connors, as Assistant Boys Basketball Coach for the 2018-2019 Winter Season at a salary of $2,450.00.
