U.S. Department of Agriculture (USDA) Farm Service Agency (FSA) County Executive Director (CED), Kelly E. Sundy announced Tuesday that Schuylkill County is approved to accept applications for the Emergency Conservation Program (ECP) to address damages from 2018 Excessive rainfall and flooding. ECP signup will begin on October 2, 2018, and end on December 1, 2018.

According to Sundy, approved ECP practices under this authorization include the following eligible practices; EC-1 Removing Debris from Farmland, EC-2 Grading, Shaping, Releveling, or Similar Measures, EC-3 Restoring Permanent Fences and EC-4 Restoring Conservation Structures and Other Installations.

ECP is administered by FSA to assist producers with the cost of recovery activities required to restore the agricultural land to pre-disaster conditions. Producers who sustained damage from this disaster event are encouraged to submit their request for assistance prior to beginning reconstructive work. Submitting a request after completing qualified reconstructive work may result in forfeiture of program eligibility.

“I realize that there are extenuating circumstances that must be addressed for livestock safety and health reasons, but I strongly recommend at least calling our office before any action is taken,” said Sundy.

The FSA County Committee will complete an evaluation of submitted requests and obligate available funds based on an on-site inspection of the damaged land, taking into consideration the type and extent of the eligible damage. Completion of the on-site inspection does not guarantee that cost-share funding will be allocated.

The use of obligated funds is limited to return the land to the relative pre-disaster condition. Conservation concerns that were present on the land prior to the disaster are not eligible for ECP assistance. Approved ECP applicants may receive up to 75 percent of the cost of completing the approved restoration activity.

For more information on ECP, please contact the Schuylkill County FSA office at 570-622-1555 Ext: 2.

Tobash Announces $957,000 in State Funding for Area Improvement Projects

$

0
Rep. Mike Tobash (R-Schuylkill/Dauphin) announced Tuesday that two improvement projects in the 125th Legislative District will benefit from nearly $957,000 in state funding approved by the Pennsylvania Department of Transportation (PennDOT).

“I am pleased I was able to play a role in obtaining the funding for these worthy projects,” said Tobash. “Properly maintained bridges and roadways are critical to our region’s overall safe travels. It’s always good to see state money coming back into our local communities to benefit the quality of life for us all.”

Hegins Township received a $479,098 grant through the Multimodal Transportation Fund to replace Forest Drive bridge, an existing one-lane bridge that spans Deep Creek. The bridge is in poor condition with deteriorated concrete facing with exposed stones at water’s edge.

Washington Township received a $477,602 grant also through the Multimodal Transportation Fund to replace the deteriorating bridge along Kutz Road, north of its intersection with Sweet Arrow Lake Road. The funding will also remove the existing 29-ton load posting.

Tobash advocated for the funding to help tackle the area’s backlog of needed bridge repairs. The Multimodal Transportation Fund provides grants to encourage economic development and ensure that a safe and reliable system of transportation is available to Pennsylvania residents. Funds may be used for the development, rehabilitation and enhancement of transportation assets to existing communities.

“This is wonderful news for the people of Schuylkill County,” said Tobash. “It has been a priority of mine for a long time and now these much-needed restorations will become a reality. I am pleased that these bridges are going to be repaired, which will make the local area safer for motorists.”

FEMA to Conduct Nationwide Test of Wireless Emergency Alert System Wednesday Afternoon

$

The Federal Emergency Management Agency (FEMA), in coordination with the Federal Communications Commission (FCC), will conduct a nationwide test of the Wireless Emergency Alerts (WEA) and Emergency Alert System (EAS) on Wednesday, October 3, 2018.

The WEA portion of the test commences at 2:18 p.m. EDT, and the EAS portion follows at 2:20 p.m. EDT. The test will assess the operational readiness of the infrastructure for distribution of a national message and determine whether improvements are needed.

The WEA test message will be sent to cell phones that are connected to wireless providers participating in WEA. This is the fourth EAS nationwide test and the first national WEA test. Previous EAS national tests were conducted in November 2011, September 2016, and September 2017 in collaboration with the FCC, broadcasters, and emergency management officials in recognition of FEMA’s National Preparedness Month.

Cell towers will broadcast the WEA test for approximately 30 minutes beginning at 2:18 p.m. EDT. During this time, WEA compatible cell phones that are switched on, within range of an active cell tower, and whose wireless provider participates in WEA should be capable of receiving the test message. Some cell phones will not receive the test message, and cell phones should only receive the message once. The WEA test message will have a header that reads "Presidential Alert" and text that says:

“THIS IS A TEST of the National Wireless Emergency Alert System. No action is needed.”

The WEA system is used to warn the public about dangerous weather, missing children, and other critical situations through alerts on cell phones. The national test will use the same special tone and vibration as with all WEA messages (i.e. Tornado Warning, AMBER Alert). Users cannot opt out of receiving the WEA test.

The EAS is a national public warning system that provides the President with the communications capability to address the nation during a national emergency. The test is made available to EAS participants (i.e., radio and television broadcasters, cable systems, satellite radio and television providers, and wireline video providers) and is scheduled to last approximately one minute. The test message will be similar to regular monthly EAS test messages with which the public is familiar. The EAS message will include a reference to the WEA test:

“THIS IS A TEST of the National Emergency Alert System. This system was developed by broadcast and cable operators in voluntary cooperation with the Federal Emergency Management Agency, the Federal Communications Commission, and local authorities to keep you informed in the event of an emergency. If this had been an actual emergency an official message would have followed the tone alert you heard at the start of this message. A similar wireless emergency alert test message has been sent to all cell phones nationwide. Some cell phones will receive the message; others will not. No action is required.”

The test was originally planned for September 20, 2018 but has been postponed until October 3, 2018 due to ongoing response efforts to Hurricane Florence.

Hydro Breaks Ground on Facility Expansion that Will Create More Jobs

$

On Tuesday, a groundbreaking event was held at Hydro, an aluminum manufacturing facility in Cressona, for an expansion that will create more jobs.
Last week, Governor Tom Wolf announced that Hydro, a global supplier of extruded aluminum serving the construction, transportation, infrastructure, and energy industries, will expand its Cressona manufacturing facility, a move that is expected to create 60 family-sustaining jobs in Schuylkill County where the expansion will take place.

“Hydro is a cornerstone of Schuylkill County, employing thousands of manufacturing workers in the area,” Governor Wolf said. “The company’s decision to further invest in its Cressona location means it will remain a cornerstone for years to come. This expansion is great news because it reflects the economic momentum steadily growing in the region.”

Hydro’s current Cressona facility was commissioned by the U.S. government during WWII with unique design features intended to protect the building from wartime attack. Therefore, due to the building’s hardened construction features, build-out of the existing facility is severely limited and would prevent the company from meeting production deadlines. As a result, this expansion project consists of the construction of a 96,000-square-foot facility on the property adjacent to its existing facility. This building addition will provide new manufacturing capabilities essential to compete in the automotive market. In addition, the company plans to make infrastructure improvements to the existing facility, as well as purchase and modernize equipment to increase overall reliability and efficiency. Hydro plans to invest more than $100 million into the project, which is expected to create 60 new jobs over the next three years and retain a further 1,307 jobs.

“This state-of-the-art high performance press will enable us to make high strength precision parts for highly engineered applications, like the automotive industry which relies on Cressona to supply key components for lightweight vehicle designs,” said Charles Straface, business area president for Extrusion North America at Hydro. “Our growth in the automotive segment is something Hydro is very proud of, and we are pleased to invest additional assets here in Pennsylvania.”

Hydro received a funding proposal from the Department of Community and Economic Development (DCED) for a $950,000 Pennsylvania First Grant, $120,000 in Job Creation Tax Credits to be distributed upon the creation of new jobs, and $40,000 in WEDnetPA funding to support incumbent worker training. Hydro may also be eligible to receive assistance through the Manufacturing Tax Credit Program, the Research and Development Tax Credit, and the Qualified Manufacturing Innovation and Reinvestment Deduction. The project was coordinated by the Governor’s Action Team, an experienced group of economic development professionals who report directly to the governor and work with businesses that are considering locating or expanding in Pennsylvania.

“Companies like Hydro, and its predecessors Sapa, Alcoa, and Cressona Aluminum, are jewels for any community, and this facility has a long and storied history in Cressona,” said Steve Field, SEDCO chairman. “This facility employs over 1,000 people, the company pays its employees sustainable wages, and is always looking for ways to innovate. We are very thankful for the assistance offered by Governor Wolf, the Governor’s Action Team, Senator Dave Argall and Representative Mike Tobash. This truly is an investment in Schuylkill County’s future.”

Hydro is a fully integrated aluminum company with 35,000 employees in 40 countries on all continents, combining local expertise, worldwide reach and unmatched capabilities in R&D. In addition to production of primary aluminum, rolled and extruded products and recycling, Hydro also extracts bauxite, refines alumina and generates energy, making it the only 360° company of the global aluminum industry. Hydro is present within all market segments for aluminum, with sales and trading activities throughout the value chain. Hydro is currently the largest manufacturing employer in Schuylkill County.
