Department of Corrections Announces Plan to Close or Reduce State Prisons; One From Schuylkill County

On Friday, the Pennsylvania Department of Corrections announced a plan to close or reduce the population of at least one State Prison on Schuylkill County.

Department of Corrections Secretary John Wetzel met with union officials and the agency’s leadership team to discuss the plan to close two prisons and reduce by half the community corrections population by June 30, 2017, as part of spending reductions in response to the state budget deficit.
“We have implemented a variety of cost savings initiatives over the past several years yet we are again in the position where the Department of Corrections must make significant reductions because of the dire budget forecast,” said Wetzel. “The most significant reduction we can make as an agency is a prison closure.”

“Every affected employee will be offered a position elsewhere in the Department of Corrections,” said Wetzel. “We understand that moving to another facility may be difficult, but we will try to make the transition as seamless as possible.”

Five prisons are under consideration for closure: SCI Mercer in Mercer County, SCI Retreat in Luzerne County and SCI Frackville in Schuylkill County, SCI Waymart in Wayne County and SCI Pittsburgh in Allegheny County.

Wetzel said that the DOC can close prisons without a security risk because of the historic reduction in the inmate population. Also, an additional one thousand unused beds were recently made available at SCI Camp Hill making it feasible to close a second facility.

The department will announce its final decision on January 26.

In making its decision the agency is taking into consideration the ages, sizes, locations, operational costs, and specialty functions of the prisons, as well as economic impact on the affected communities.

SCI Waymart and SCI Pittsburgh, present significant challenges for closure. SCI Waymart serves inmates with serious mental health conditions. SCI Pittsburgh is a diagnostic and classification center for incoming inmates and provides medical specialty services, such as an oncology unit. Transition of these services would be extremely difficult and the agency would incur significant additional costs.

The department closed two institutions - SCI Cresson in Cambria County and SCI Greensburg, Westmoreland County – in 2013.

In anticipation of those closures, the DOC initiated a hiring freeze which allowed vacancies to remain open so that they could be filled by employees displaced by the closures. Similar actions will be taken in this case.

Wetzel said he is committed to providing complete, timely information to all of those involved, including employees, inmates, legislators, and the affected communities.

In addition to the closures, the department is considering several other internal cost-saving measures, such as reducing staff overtime and reducing capacity at community corrections facilities (or halfway houses).

Two Face Attempted Homicide Charges After Shooting

Two men face attempted homicide charges after a shooting during an argument early Friday.

According to Pottsville Police, just after 12:15am, Friday, Pottsville Police were called to Sarge’s Soup and Sandwich, 538 N. Centre Street, for a report of shots fired inside the bar area.

When Police arrived they found evidence of gunfire damage as well as blood indicating injury.

Police were later advised around 12:30am that Kristopher Negron, 21, of Pottsville had been brought to Lehigh Valley Medical Center South with gunshot wounds.  A second person, Daiquen Price, 25, was taken to Lehigh Valley Medical Center East with gunshot wounds.  Both Negron's and Price's wounds were not life threatening

An investigation revealed that at approximately 12:15am Negron had been involved in an on-going argument with Price concerning a mutual female acquaintance while both were inside Sarge’s Soup and Sandwich, along with one male acquaintance with each.

The verbal argument led to gunfire being exchanged by both Negron and Price who were then transported from the location by their acquaintances.

Price was treated and released and then transported to Pottsville City Hall by police for questioning.

During the interview Price admitted he had been involved in the incident with Negron and that he had actively participated by firing his weapon – a .22 semi-automatic handgun- at Negron as Negron fired a small caliber handgun at him.

Independent witnesses also corroborated the account of events during separate interviews with police.

Pottsville Bureau of Police Criminal Investigators processing the scene found evidence of at least 7 shots being fired.

Investigators are still actively executing several search warrants at various locations and on vehicles used during the incident.

Criminal complaints are being prepared charging both Price and Negron with Attempted Criminal Homicide, Aggravated Assault, Simple Assault, Recklessly Endangering the Welfare of Another, and Possessing Instruments of Crime.

Price was arraigned earlier Friday and Negron is being treated for his injuries at a medical facility out of the area and will be arraigned following the completion of his treatment.

A new trend for Amusement Parks has been to give small clues before they officially announce a new ride and Knoebels gave a hint on Friday.

Through the park's Facebook page, they posted an image of the Knoebel's family having a board meeting and gave away that the name of their new ride will be called "Over the Top".

No other clues were given on what type of ride or where in the park it will be located.

What kind of ride do you think or hope it will be?

Summer can't come soon enough!

Schuylkill County Legislators Release Statements on Potential Prison Closures

Earlier Friday, the Pennsylvania Department of Corrections announced a plan to close or reduce the population of at least 2 State Prisons from a list 5, one which is SCI Frackville in Schuylkill County.

Senator David G. Argall (R-Schuylkill/Berks) and Representatives Neal Goodman (D-Schuylkill), Jerry Knowles (R-Berks/Carbon/Schuylkill) and Mike Tobash (R-Schuylkill/Dauphin) released the following statement regarding the governor’s decision to close two state correctional institutions out of five under consideration, one including SCI Frackville:

“We’re shocked that Frackville is included on this list. Out of the five state prisons under consideration, SCI Frackville is the newest facility and has an ‘excellent infrastructure’ according to the Dept. of Corrections. Furthermore, SCI Frackville has the second lowest cost-per-inmate, would generate the least amount of annual savings for taxpayers if closed and is the most versatile because it can accommodate all four levels of prisoners.

“We believe if the administration is seeking cost-savings, they should be looking at our corrections system as a whole and all institutions should be under review; not a select handful. Furthermore, this needs to be an open and transparent process since this impacts all Pennsylvanians from a cost standpoint as well as a safety and security standpoint.

“We’ve already spoken with Governor Wolf and Secretary Wetzel and will do everything in our power to convince them to keep this facility open. We know there are facilities that are not economically viable, but Frackville is not one of them. We are sure that after the Department of Corrections does its due diligence it will see what we already know – that Frackville is a top notch institution that must be maintained. We are hopeful the administration can strike the right balance between cost-savings for taxpayers and the safety of Pennsylvanians.”

Five prisons are under consideration for closure: SCI Mercer in Mercer County, SCI Retreat in Luzerne County and SCI Frackville in Schuylkill County, SCI Waymart in Wayne County and SCI Pittsburgh in Allegheny County.

The Department of Corrections will announce its final decision on January 26.

Knoebels Announces New Ride "Over the Top"

$
0
0
On Friday, we posted about Knoebels announcing their new ride for 2017 called "Over the Top". It didn't take long for them to announce what the new ride is all about.

America’s largest free-admission amusement park announced that the addition is brand new, but longtime visitors might recognize some characteristics of a former ride. According to Dick Knoebel, the ride, which has been given the name “Over the Top” by Knoebels, stood out to the Knoebel family at an industry expo in November.

“One of the reasons it caught our attention is that it gives riders a sensation similar to that of the old Flying Cages,” said Knoebel. “In addition, we received the stamp of approval from younger family members who never experienced the Cages and still spoke highly of the thrill.”

Knoebel is referring to the Flying Cages, or Cages, that operated at Knoebels from 1964 until the park’s Handstamp Building was constructed in 1986. A rider was challenged to shift his or her weight back and forth inside the cage, while standing, in an attempt to make the cage go ‘over the top.’ Visitors can find one of the original Cages in the Knoebels History Museum, and during its Hallo-Fun event, when a Cage reemerges as a decoration.

Though riders will not be tasked with propelling the new ride, the ‘over the top’ motion will be part of the rider experience, as will the fact that riders will be standing. The ride will have a Cages-like theme at Knoebels, and will move both clockwise and counterclockwise.

According to Knoebels spokeswoman, Stacy Ososkie, Over the Top will be located in the area of Wipeout, Fandango, and Cub Cars rides, and the Monkey Madness game.

Visitors need to be at least 48 inches in height to ride Over the Top. The ride will reach more than twenty-one feet in height when in operation, and can operate with twelve riders at a time. It is scheduled for a late spring/early summer opening. To date, it is the only one of its kind set for operation in Pennsylvania this year. It is manufactured by SBF-VISA Group.
