Helmes Quinones, 22 from Jersey City, NJ was identified as the person involved.
Police found Quinones several blocks away and detained him. No heroin was found but Quinones had numerous arrest warrants from Berks County.
Quinones is locked up in Schuylkill County Prison to wait for extradition to Berks County.
